Summary

Duties

Help

  • You will serve as a Management Analyst in ACOS Manpower and Personnel Directorate (NI), Staff of the Commander, Naval Surface Force Atlantic (CNSL).
  • You will develop and maintain force-wide manpower requirements.
  • You will independently manage the conduct of manpower/personnel reviews, administration of manpower requirements, and follow-ups to manpower studies.
  • You will serve as a principal advisor, planner, technical and subject matter expert (SME) in the program areas of military and civilian manpower and force management.
  • You will perform complex organizational studies and projects by conducting comprehensive in-depth analysis of functions, mission requirements, and associated manpower requirements to propose manpower solutions.
  • You will prepare for and participate in all Shore Manpower Requirements Determination (SMRD), Ship's Manpower Document (SMD), and Fleet Manpower Document (FMD) manpower studies of activities.
  • You will maintain up-to-date manpower files including a computerized database of all military personnel.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain a U.S. Passport.


Qualifications

To qualify for the GS-13, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience analyzing, developing, and evaluating operational procedures to enhance organizational efficiency and effectiveness.
  • Experience conducting comprehensive manpower analysis for Civilian, Military (Active and Reserve), Local National, and Contractor personnel to ensure optimal staffing levels.
  • Experience planning for current and long-range operations by forecasting requirements based on workload trends and mission-critical objectives.
  • Experience developing and managing organizational structures, functions, and processes to align with departmental directives and strategic goals.
  • Experience identifying, gathering, and analyzing quantitative and statistical data to assess the efficiency and effectiveness of program operations.
  • Experience preparing and preserving detailed records and reports to fulfill history requirements and support data-driven decision-making.
  • Experience collaborating with fellow analysts to ensure the accurate processing, maintenance, and integrity of critical manpower and operational data.
  • Experience reviewing, updating and evaluating data within key Navy Training Management and Manpower databases, including TFMMS and FLTMPS.
  • Experience providing subject matter expertise on policy, program, and manpower issues, including resource planning, development, and allocation.
  • Experience recommending and formulating manpower strategies and policies based on in-depth analysis of budget, workforce data, and mission requirements.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is covered by the Department of Defense Priority Placement Program.

Incumbent is required to perform the above duties at a variety of job sites within commuting area. It is incumbent's responsibility to transport himself in an expeditious manner between job sites in the local area of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations. A valid driver's license is required.

This position requires the incumbent to perform temporary duty travel of approximately 10%.
