Summary

The position is located in the Division of Innovation and Improvement, Office of Quality at Rockville, MD. The incumbent will be responsible in increasing the internal and/or external customer experience of the programs, services, and departments they work in.

A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Help

  • Develops and implements programs to increase quality improvement capacity in the Indian health system.
  • Leads change management for practice transformation to embrace new models of care delivery and to enhance efficiency of the care delivery process, develops and implements programs to promote the implementation of the patient-centered medical home mode of care.
  • Develops and implements programs to promote a competent health care management staff to include coordinating training and support resources for standardized position descriptions and competencies for management staff, standardizing management tools and resources, provides leadership development and skill-building and facilitates change management to support quality assurance and quality improvement.
  • Build understanding within Federal programs and services.
  • Creatively gather and package compelling customer feedback, research, and other data to develop insights to support leadership decision-making.
  • Bring together the right people and supporting culture to develop strategies for improving customer experience and plan for achieving measurable outcomes.
  • Act as a relentless entrepreneur driving opportunities and projects through to completion creatively within a bureaucracy, while maintaining respect for colleagues and tactfully building coalitions of support.
  • Work alongside colleagues to embed human-centered design practices so that others can both benefit from these approaches and learn for sustainable change.
  • Perform a variety of complex management analysis assignments where the employee applies qualitative and quantitative methods to the analysis and evaluation of administrative operations, organizations, and management practices to determine their efficiency and effectiveness.

Background Investigation Requirement:

This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:

GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:Analyzing and improving complex management processes, programs, or organizational systems; conducting qualitative and quantitative analyses to evaluate program effectiveness and develop strategic recommendations; translating research and data into actionable solutions; leading complex projects involving multiple stakeholders; and developing innovative solutions to improve organizational performance and achieve strategic objectives.

Time In Grade

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
