Office of Strategic Services. This position provides a wide variety of project, administrative and analytical support for an assigned department or large division; and to provide information and assistance to the public regarding assigned programs and services.
Ideal CandidateThis position supports the Office of Strategic Services by advancing key citywide projects and initiatives and providing dedicated analytical support to the Franchise Administration Unit. The ideal candidate will have experience in contract monitoring, deliverables management, and compliance. They must be able to work effectively with employees at all levels, collaborate with internal and external stakeholders, and communicate complex information clearly and effectively. Strong customer service skills, proficiency in research and analysis, and effective record-keeping and retention practices are essential. Experience with franchise fees and revenue monitoring is highly desirable.
Distinguishing CharacteristicsThis is the full journey level class within the Management Analyst series. Employees within this class are distinguished from the Management Analyst I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
Management Analyst classifications perform work pertaining to the management or general administration of the work unit. Management Analysts work directly with management policies, are responsible for the development and dissemination of major internal policy, or have ready access to confidential information pertaining to management relations, and may have access to confidential information pertaining to labor relations. A Management Analyst is typically located at the department administration level, or may be located at the division administration level in a very large department; it is not typically located at the section level.
Supervision Received and ExercisedReceives direction from management staff.
May exercise direct supervision over clerical and technical staff.

Example of DutiesEssential Functions:- Provide project, program, administrative and analytical support to an assigned department or large division.
- Plan, prioritize, assign, supervise and review the work of assigned technical and clerical staff; train assigned employees in city and department policies and procedures; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
- Participate in the research, development, recommendation and implementation of operational and administrative programs, policies and procedures.
- Participate in, and may oversee, the data collection, compilation, coordination and organization of budget documentation; may develop budget recommendations; assist division managers in the administration of department budget; manage budgets of assigned programs.
- Conduct research and collect, compile and analyze information from various sources on a variety of specialized topics related to assigned programs, new programs and services, budget analysis and feasibility analyses; prepare comprehensive technical, statistical and analytical reports and records which present and interpret data and identify alternative solutions or proposals; make and justify recommendations.
- Serve as department liaison to the Human Resources Department in the recruitment, hiring and promotion processes; coordinate the selection of staff, discipline and employee relations issues, and classification and compensation issues.
- Serve as a department liaison with public and private organizations and community groups.
- Respond to complaints and questions from the general public relating to assigned area of responsibility; review problems and recommend corrective actions; prepare summary reports as required.
- Prepare periodic and special reports and analyses of operations for department management, the City Manager's Office, City Council, regulatory agencies, funding sources and the public.
- Assist in the preparation of ordinances and other supporting program documents; prepare and monitor program grants and related proposals; monitor compliance with applicable contractual agreements.
- Maintain calendars of department activities, meetings and various events; coordinate activities with other city departments, the public and outside agencies; attend meetings as a representative for assigned department.
- Ensure that records retention schedules are distributed to management and procedures are in place to coincide with retention requirements; may serve as division or department liaison with Records Administrator.
Marginal Functions:- Provide training in various areas to department employees including computer applications and software.
- May participate in the recording and tracking of legislation in support of various programs in area of work assigned.

Minimum RequirementsExperience:Two years of increasingly responsible administrative and analytical experience preferably within a local government environment.
Training:Equivalent to a Bachelor's degree from an accredited college or university with major in public administration, business administration or a field related to the area of assignment.
A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

CITY OF LAS VEGAS, NEVADA Appointive Compensation and Benefits - 2026COMPENSATIONAnnual Base Pay Increases- Employees are eligible for annual performance-based merit increase or cash bonus, typically in first pay period of fiscal year.

Retirement- Eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.
Deferred Compensation Plan- The city offers a 457(b) Plan, a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.
Deferred Compensation Match- City provides a 100% match annually (on a per pay period basis) to your contributions, up to the following amounts in a 401(a) plan -
o Years 1-2 (0-24 months)* $4,000
o Years 3-4 (25-48 months)* $5,000
o Year 5 (49-60 months)* $6,000

Note: Public Safety Appointives are not eligible for city STD benefits.
o LTD: Benefits may begin after 90 days of an approved disability leave. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
Tuition ReimbursementEmployee Assistance ProgramAnnual Health & Educational Wellness Reimbursement- Employees may apply for reimbursement up to $2,400 per year for out of pocket health & educational wellness expenses.
