Summary/ObjectiveUnder administrative direction, the Management Analyst performs highly complex administrative, financial, operational, and management analyses to support City programs, projects, and initiatives. The position is responsible for conducting research, policy analysis, and program evaluation; developing and implementing administrative procedures; overseeing budgeting, grants, contracts, and project management efforts; and making recommendations to enhance department and citywide efficiency and effectiveness.
The Management Analyst may supervise and provide direction to subordinate employees, including but not limited to Administrative Analysts, Administrative Assistants, and other professional, technical, and administrative staff as assigned. This classification is distinguished by its responsibility for advanced analytical work, often serving as a project lead or subject matter expert within assigned functions. The role requires sound independent judgment, strong initiative, and the ability to manage multiple priorities in a dynamic work environment.

Purchasing Division
A Management Analyst in Purchasing Division supports procurement and purchasing activities in accordance with City policies, the California Public Contract Code, and CUPCCAA requirements. The position is responsible for conducting research, policy analysis, developing procurement procedures, supporting purchasing compliance, overseeing contract development, and making recommendations to enhance citywide efficiency and effectiveness. Responsibilities may include:
- Research and develop purchasing and procurement policies based on industry best practices, legal requirements, and emerging trends; maintain awareness of changes in public contracting laws and professional standards.
- Coordinate the development, posting, and administration of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations to Bid (ITBs), ensuring adherence to statutory requirements and City procurement standards.
- Provide contract development and contract administration support, including drafting scopes of work, preparing contract terms, coordinating negotiations, processing amendments, and monitoring vendor performance.
- Maintain purchasing records, bid documentation, contract files, and compliance reports in accordance with legal retention standards and audit requirements.
- Support departments citywide in navigating procurement processes, vendor selection, purchasing approvals, and documentation requirements.
- Review procurement requests for accuracy, compliance, and budget alignment; recommend corrections or alternative procurement methods where appropriate.
- Conduct purchasing and procurement compliance reviews and internal audits to ensure consistency with state regulations, local ordinances, and City purchasing policies.
- Coordinate vendor outreach, public notices, bid advertisements, and required CUPCCAA notifications.
- Train City staff on purchasing procedures, procurement workflows, informal bidding requirements, and CUPCCAA mandates to ensure consistent and compliant practices across all departments.

Expected Hours of Work/Work ScheduleMonday - Thursday (4x10 work week). The position must be available to attend evening and weekend meetings as well as respond to emergency situations.
TravelRegular, local travel is expected for this position. Occasional out-of-town travel for conferences, workshops, and various training opportunities is likely.
Typical QualificationsQualification GuidelinesAny combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education A Bachelor's degree in Public Administration, Business Administration, or a closely related field from an accredited College or University. A Master's Degree is desired.
ExperienceThree years of experience comparable to an Administrative Analyst with experience in governmental budgetary, project, and program analysis.
Condition of EmploymentMust possess and maintain a valid California Driver's License and maintain a clean driving record for insurability through the City of San Jacinto. Failure to maintain license/insurability will result in disciplinary procedures including suspension without pay, demotion, and/or termination without Administrative or Judicial appeal.
