Job Description Summary
Join a small, dynamic team at the center of local government operations. This position works closely with department leadership and provides a unique opportunity to contribute to initiatives that support transparency, accountability, and effective governance. As a key member of the City Clerk's Office, the successful candidate will have broad exposure to departmental operations, collaborate with stakeholders across the organization, and play an important role in advancing the department's goals and priorities.

The ideal candidate is an organized and analytical professional with strong project management, communication, and problem-solving skills. They are comfortable conducting research, analyzing information, coordinating projects, and preparing reports and recommendations that support departmental goals and informed decision-making. The successful candidate can effectively balance strategic initiatives with high-level administrative and operational support to department leadership, exercising sound judgment, discretion, and attention to detail. They are adaptable, resourceful, and capable of managing multiple priorities while building collaborative relationships with stakeholders across the organization. Provides professional-level technical, analytical, project management, and administrative support to assigned department and/or division(s) Conducts research, analyzes data, develops reports and recommendations, and coordinates projects and initiatives that support departmental operations and organizational goals. Assists with process improvement efforts, performance management, policy and program analysis, and local, state and federal regulatory compliance activities. Work is performed under general direction and requires initiative and independent judgment, initiative, and the ability to manage multiple priorities.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Leads departmental data analytics and business intelligence efforts by developing forecasting models, analyzing operational and performance data, maintaining data integrity, and partnering with Information Technology to implement and support technology solutions that align with departmental goals.
  • Coordinates strategic planning and operational excellence initiatives by developing and maintaining department policies, standard operating procedures (SOPs), and supporting division-wide planning efforts that improve efficiency, compliance, and organizational performance.
  • Manages complex projects from initiation through completion by conducting research and analysis, developing recommendations, monitoring timelines and milestones, preparing reports, and ensuring successful project execution.
  • Develops and delivers executive-level communications and represents the department through presentations, reports, and briefings for City Council, executive leadership, advisory commissions, regulatory agencies, community stakeholders, and other internal and external partners.
  • Serves as a strategic liaison and problem solver by researching complex issues and citizen inquiries, facilitating meetings, coordinating stakeholder engagement, fostering community outreach, driving continuous process improvement, and promoting collaboration to enhance customer service and departmental effectiveness.
  • Provides professional-level administrative support to the department/division(s).

Requirements
  • Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Experience: Minimum two years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver's License.
  • Reading: Work requires the ability to read and comprehend development agreements, council actions, and trade journals.
  • Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division and statistical analysis.
  • Writing: Work requires the ability to write memoranda, correspondence, reports and produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar
  • Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
  • Budget Responsibility: Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations. Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures (typically non-discretionary expenditures).
  • Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts are typically reviewed prior to being finalized.
  • Technical Skills: Limited Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
  • Interpersonal/Human Relations Skills: High - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

12 Month Objectives

  • Become familiar with the city's organizational structure, organizational charts, departments, governing documents, and the city's core values, mission and vision.
  • Develop an understanding of the City Clerk's Office, and become familiar with the tools, systems, policies and standard operating procedures.
  • Build trust and establish collaborative working relationships across the organization.
  • Demonstrate professionalism, responsiveness, and a commitment to exceptional customer service
  • Assist with administrative, operational and strategic priorities and projects.
  • Manage department performance measures and metrics and reporting including evaluation of new or enhanced data collection.
  • Prepare reports, presentations, research and executive level memos or other internal and external communications.
  • Identify opportunities to enhance customer service, operational effectiveness and organizational excellence.
  • Represent the department on committees, workgroups, or organizational initiatives as assigned.
  • Coordinate strategic projects, monitor progress and follow through.
  • Manage and maintain updates to content, features and applications on department intranet and public-facing websites.
  • Support technology improvements and process automation where appropriate.
  • Provide support for Regular City Council Meetings as required.
