Project Overview:

Fab 62 is an advanced semiconductor fabrication facility for Intel Corporation, located at Intel's Ocotillo campus in Chandler, Arizona. As part of this work, the M&T team is responsible for delivering the engineering, procurement, and construction scope required to complete and finish-out a leading-edge chipmaking facility - a highly demanding environment where precision, cleanliness, schedule certainty, and coordination across thousands of craft and professional personnel are essential to success. The project supports the continued expansion of domestic semiconductor manufacturing capacity, contributing to a more resilient technology supply chain while creating significant opportunity for the local Arizona workforce. Joining the Fab 62 team means contributing directly to one of the most strategically important construction efforts in the United States and helping deliver the infrastructure behind the next generation of microelectronics.

Job Summary:

In this role, you will administer assigned activities within the project Energy Isolation Management and Lockout/Tagout (LOTO) program for construction activities under Bechtel jurisdictional control. You will coordinate with the Lead LOTO Authority, Work Group Supervisors, Authorized Operators, Permit Requestors, subcontractors, and customer representatives. You will implement isolation-boundary scoping and verification, Energy Isolation Permit (EIP) controls, lock box and key control, competency requirements, audits, records, and project requirements to protect personnel and equipment from hazardous energy.#LI-LM1

Major Responsibilities:

  • Implement assigned Energy Isolation Management/LOTO program activities, procedures, workflows, roles, interfaces, and controls consistent with the governing Bechtel SWPP and applicable regulatory requirements.
  • Coordinate with LOTO coordinators, Tagging Authorities, permit personnel, and supporting field engineers to maintain clear communications, coverage, and consistent execution across assigned shifts and work areas.
  • Perform isolation-boundary scoping using current design information, single-line diagrams, panel schedules, schematics, P&IDs, field changes, as-builts, cable data, system boundaries and status, interlocks, backfeeds, temporary energy sources, stored energy, and simultaneous operations considerations.
  • Review, approve, issue, modify, suspend, revoke, and close Energy Isolation Permits (EIPs) within delegated authority; confirm work scope, isolation points, protective measures, implementation sequence, special conditions, independent verification, zero-energy checks, sign-on/sign-off requirements, and readiness for return to service. Ensure isolation boundaries adequately control all applicable hazardous energy sources, including but not limited to rotating and reciprocating equipment, gravity and stored-energy hazards, hydraulic and pneumatic systems, pressure systems, and chemical energy associated with corrosive, toxic, flammable, reactive, cryogenic, or otherwise hazardous process media.
  • Apply NFPA 70E and project electrical safe-work requirements, including electrically safe work conditions, work on or near energized conductors and circuit parts, energized electrical work permits when applicable, and shock and arc-flash risk controls.
  • Maintain control and accountability for safety tags, LOTO devices, master keys, lock boxes, key safes, permit logs, EIP files, authorized-personnel lists, personal LOTO records, Sanction to Test activities, master clearances, and required electronic or hard-copy records.
  • Support competency assessment, authorization, training, and re-verification for Permit Requestors, Authorized Employees, Authorized Operators, Independent Verifiers, Work Group Supervisors, and Tagging Authorities; provide clarification on hazardous-energy control and boundary requirements.
  • Perform and support field and annual inspections, audits, investigations, corrective actions, lessons learned, and performance reviews; stop or revoke work when isolation boundaries, protective measures, zero-energy conditions, or work practices are unsafe or unsatisfactory.


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.


Required Knowledge and Skills:

  • Knowledge of NFPA 70E, electrically safe work conditions, shock and arc-flash risk controls, energized-work interfaces, temporary and permanent power systems, and low-, medium-, and high-voltage isolation methods.
  • Knowledge of electrical, mechanical, hydraulic, pneumatic, chemical, thermal, pressure, gravity, kinetic, and stored-energy controls, including positive, proved, non-proved, group, system-boundary, and project-wide master isolations.
  • Ability to scope and evaluate isolation boundaries using single-line diagrams, schematics, P&IDs, panel schedules, cable data, equipment documents, field walkdowns, current revisions, system status, interlocks, backfeeds, temporary sources, and commissioning interfaces.
  • Experience administering EIPs, lock box and key controls, safety tagging, zero-energy verification, Sanction to Test, permit modifications, emergency changes or closures, return-to-service coordination, Q4 Safety or equivalent systems, and auditable records.
  • Strong communication, technical judgment, and organizational skills to coordinate across Construction, Startup, Engineering, ES&H, subcontractors, and customers and intervene when program requirements or safe isolation conditions are not met.
