Summary

This position is located at the VA Palo Alto Health Care System. As a Supply Chain Management (SCM) Team Member, collaborates with senior management leadership and develops supply chain management strategies in support of a VA Health Care System (VA HCS) and supported catchment area. Develops assigned supply chain metrics which identify business objectives and drive the right supply chain behaviors for planning and executing approved strategies.

Major duties of this position include, but are not limited to:

• Serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned.
• Direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning.
• Serves as the Logistics Management Specialist and provides administrative and technical oversight to a lower-graded specialist.
• Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
• Troubleshoots and resolves issues where supply chain deficiencies affect the mission.
• Ensures collaboration with appropriate managers to provide detailed data analysis.
• Schedules all requirements through the National Acquisition Center (NAG) to ensure equipment arrives according to planned tasking.
• Serves as the Logistics Management Specialist and provides adminisitrative and technical oversight to a lower-graded specialist.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,07/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

GS-11 Minimum Requirements:

• Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve as an integrator and/or facilitator for contact with supply chain management customers; recommend alternate courses of action in resolving problems critical to current and future logistics requirements; performing or assisting with data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management, purchasing, transportation, distribution, inventory management and/or control, expendable and non-expendable equipment, and warehouse operations.

OR,

• Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.

OR,

• Combination: An equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level.

GS-12 Minimum Requirements:

• GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.

Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks and other facilities. Work is normally performed in an office setting that is adequately lighted, heated, and ventilated, and requires safe office practices.
