Responsibilities:

The Project lifecycle lead manages a multidisciplinary team responsible for planning, executing, and continuously improving a largescale technology lifecycle and refresh program. This role ensures full alignment with enterprise governance, customer objectives, and program sponsor expectations while maintaining high standards of service delivery and operational performance.

Key responsibilities include:

  • Providing overall leadership and accountability for program execution, ensuring that project strategies, schedules, deliverables, and performance outcomes meet or exceed stakeholder expectations.

  • Managing a crossfunctional team supporting engineering, operations, and technology refresh activities; ensuring clarity of roles, effective collaboration, and consistent adherence to established processes and quality standards.

  • Driving compliance with enterprise policies, lifecycle management requirements, and IT/IM service delivery standards, including oversight of governance procedures, performance metrics, and continual service improvement activities.

  • Developing and maintaining comprehensive lifecycle and project management plans for hardware modernization efforts, including capital planning, investment management, and roadmap development.

  • Serving as the primary point of contact for the customer and program sponsor, providing timely communication, status updates, risk assessments, and recommendations to support informed decisionmaking.

  • Coordinating closely with the procurement team, customer stakeholders, and internal corporate partners to plan, justify, and acquire required hardware, software, and servicesensuring purchases align with program needs, budget constraints, and acquisition regulations.

  • Ensuring effective issue resolution, risk mitigation, and conflict management across the program while maintaining operational continuity and system availability throughout execution.

  • Producing required program documentation, reports, and briefings that meet contractual specifications for content, format, and schedule.

  • Promoting transparency, open communication, and strong customer relationships across all levels of the team, partners, and vendors.

  • An AS/AA and 14+ years of experience; BS/BA and 12+ years; MS/MA and 8+ years; or PhD and 2+ years of relevant experience.

  • At least 6 years of experience leading programs, projects, or distributed execution teams of organizational significance.

  • Current DoD 8140 IAT II certification (e.g., CompTIA Security+).

  • Demonstrated experience managing complex technical projects, shaping program strategy, and overseeing project cost, schedule, scope, and quality.

  • Familiarity with IC purchasing, logistics processes, and procurement engagement requirements.

  • Strong leadership, communication, teamwork, critical thinking, and conflictresolution skills.

  • Proven ability to manage multiple concurrent efforts independently.

Desired

  • Degree in Management, Business, Finance, Economics, Science, Technology, Engineering, or Mathematics.

  • Project Management Professional (PMP) certification.

  • ITIL 4 Foundation certification.

  • Experience working within IC ITE services or classified operational environments.

  • Willingness to learn new skills and technologies.
