Description / Position OverviewLicensed SurveyorAbout the Job: In this position, you will provide professional land surveying expertise as a licensed surveyor within the Public Works Department's City Engineering Division, with a primary focus on development review, annexations, and support for the City's capital improvement program.
Responsibilities include reviewing subdivision plats, annexation documents, easements, legal descriptions, exhibits, and associated agreements to ensure compliance with applicable laws, regulations, and City standards. You will prepare annexation plats, legal descriptions, easement documents, and other survey-related deliverables for City-led projects.
In addition, you will serve as the City's surveying subject matter expert by representing the City in coordination meetings with developers, consultants, utilities, and other agencies regarding capital projects, right-of-way encroachments, property acquisitions, and survey control. You will also oversee the management, maintenance, and integrity of the City's survey records and geospatial data to support engineering, development, and infrastructure projects.
This position is subject to budget required furloughs to be implemented in the 2026 calendar year.

2026 Salary ScheduleAs a Licensed Surveyor, you will:- Review and coordinate land development entitlement applications, including subdivision plats, annexation plats, replats, vacations, easements, legal descriptions, exhibits, and related agreements to ensure compliance with City Code, State statutes, surveying standards, and engineering requirements.
- Manage assigned development review applications through the City's electronic review systems, providing timely technical reviews, coordinating comments with reviewing agencies, consultants, and project managers, and working collaboratively to resolve technical issues.
- Coordinate the final plat, annexation, and document recording process, including agency approvals, execution of recordable documents, El Paso County recordation, and distribution of final recorded documents to appropriate stakeholders.
- Prepare and certify survey-related deliverables for City projects, including annexation plats, subdivision plats, legal descriptions, easement exhibits, boundary surveys, right-of-way documents, and other land transfer documents.
- Establish, maintain, and verify horizontal and vertical survey control using Global Navigation Satellite System (GNSS/GPS) technology, conventional surveying methods, and Trimble Business Center or similar survey software.
- Prepare or provide professional review and oversight of legal descriptions, easement documents, plats, survey exhibits, and boundary information.
- Maintain responsible charge of municipal surveying activities and survey data, ensuring the accuracy, integrity, preservation, and accessibility of survey records, monumentation, control networks, and geospatial information.
- Restore, maintain, and perpetuate public land survey monuments and survey control in accordance with Colorado law, federal standards, and accepted professional surveying practices.
- Participate in project scoping, design coordination, property acquisition, right-of-way, and capital improvement project meetings, providing technical surveying expertise throughout project development and delivery.
- Identify opportunities to improve business processes, development review procedures, surveying practices, and document management systems, and recommend solutions that improve efficiency and customer service.
- Foster positive working relationships through effective communication, collaboration, mentoring, and responsive customer service while maintaining the highest standards of professional ethics and technical competence.
- Maintain professional licensure, remain current with changes in surveying laws, standards, technology, and industry best practices, and ensure compliance with all applicable safety policies, procedures, and regulations.
- Represent the City of Colorado Springs in a professional surveyor capacity with developers, consultants, the Professional Land Surveyors of Colorado (PLSC), internal departments, utilities, and local, state, and federal agencies.

Minimum Qualifications - Bachelor's degree from an accredited college or university with major coursework in a related area of study.
- Five years of full-time, professional experience in a related field.
- Currently possess, or obtain upon hire, and maintain a valid, non-probationary driver's license not subject to restrictions.
- Currently possess, or obtain upon hire, and maintain a valid Colorado Professional Land Surveyor (PLS) License
