THIS IS TO FILL ONE FULL-TIME POSITION IN YOUTH SERVICES.

Librarian I: $5,992 - $7,214 per month

Library II: $6,389 - $ 7,696 per month

(May be appointed at either level, depending on candidate's current Librarian level and qualifications. If appointed at Librarian I level, may be career ladder, at a later date, to the II level, depending on performance and qualifications.)
TheLibrarian I is an entry professional level. The position works under close professional supervision in a training status in preparation for responsibility for a full librarianship assignment or work under general supervision in the performance of routine professional work.
The Librarian II is the full journey level professional Librarian class. Position has responsible charge of an assigned area of librarianship, such as adult, children's or technical services in the main library. Supervision may be exercised over such professional staff.
EXAMINATION PROCESS: Based upon screening of the City application, résumé, and responses to supplemental questions, applicants whose qualifications best meet the requirements of the position will be invited to the examination process. This process may include, but is not limited to: written examination, panel interview and/or performance examination, which consists of an evaluation of some of the essential knowledge, skills, abilities, and job-related experience listed below. Those candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.
SELECTION PROCESS: As authorized by City policy, applicants being considered for hire in this position are subject to fingerprinting for purposes of investigating criminal history background, as part of the employment screening process. Appointment is subject to successful completion of a pre-employment medical examination (based upon job-related physical standards) by a City-designated physician.

Failure in any one part of the examination or selection processes will disqualify a candidate from further consideration.
ESSENTIAL FUNCTIONS/EXAMPLES OF DUTIES
The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform specific additional or different duties from those set forth below to address business needs and changing business practices.
ALL LEVELS:
  1. Provides exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous, and respectful, and to actively participate in maintaining a positive customer service environment.
  1. Assists the public in making the most effective use of the library.
  2. Demonstrates and explains library facilities and procedures.
  3. Provides technical and professional assistance to library patrons, including location and selection of reading materials and information, educates patrons in the use of library resources and equipment, and answers a variety of questions on library activities.
  4. Does reference work within the library and by requesting information from available reference services.
  5. Selects, catalogs, classifies, and maintains collection of assigned area of librarianship, such as adult or children's, including physical and digital materials.
  6. Plans, publicizes, and presents programs and activities for assigned area of librarianship.
  7. Works with contract personnel for program activities and volunteers, as needed.
  8. Prepares and maintains displays, exhibits, and informational materials.
  9. Promotes library services and resources through the use of exhibits, tours, outreach, and the media.
  10. Creates presentations, newsletters, flyers, calendars, pages for the integrated library system, posts for social media, and other written and graphic documents as needed to publicize library resources and programs.
  11. Compiles use statistics and prepares reports.
  12. Participates in the development of grant proposals, implements received grants, and prepares reports on grant activities.
  13. Supervises the materials collection of assigned librarianship, selecting, rotating, and deleting materials as needed.
  14. Evaluates donations for possible addition into the library collection.
  15. Oversees the library during an assigned shift.
  16. Supervises, trains, mentors, and evaluates sub-professional staff and volunteers.
  17. Works with schools, local community groups, and city and county departments in the use and improvement of library services.
  18. Participates in establishing guidelines and procedures for staff and patrons.
  19. Participates in community outreach efforts and provides information about library services.
  20. Attends and participates in professional group meetings and workshops.
  21. Maintains awareness of developments and emerging technology in the library profession.
  22. Performs other related work as required.

In addition to above, the Librarian II:
  1. Participates in the maintenance of the integrated library system and the catalog.
  2. Oversees an assigned area, such as adult services, youth services, or outreach services.
  3. Focuses on continually improving library services.
  4. Represents the library to other departments and the community.
  5. Coordinates technology and internet resources for staff and the public.
  6. Actively searches out and applies for grants, implements received grants, and prepares reports on grant activities.
  7. Directs, coordinates and reviews the work plan for library staff, meets with staff to identify and resolve issues, assigns work activities and projects, monitors workflow, reviews and evaluates work products, methods, and procedures.
  8. Oversees the library in the absence of the Library Director.
  9. Performs other related work as required.

ALLOCATION FACTORS: Allocation of positions among the classes in the professional Librarian series is based upon the degree of supervision received, the assignment of responsibility for a designated area of professional librarianship, responsibility for supervision and responsibility for professional services for branch libraries, in addition to main library responsibility.

TYPICAL QUALIFICATIONS
Any combination of training, education and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance backgrounds is:
EDUCATION AND EXPERIENCE: ALL LEVELS: Master's Degree in Library Science; AND

LIBRARIAN II: One year of professional library experience, preferably including experience in a designated area of librarianship.

LIBRARIAN III: Two years of professional library experience related to the evaluation of library collections, user needs and interests and the development and maintenance of library collections.
LICENSE REQUIRED: Possession of a valid and appropriate California Driver's License may be required.
KNOWLEDGE OF:

ALL LEVELS:
  • Professional library practices, principles and materials
  • Library technical services, such as reference and cataloging
  • Modern office procedures, methods and computer equipment
  • English usage, spelling, grammar and punctuation
  • Basic math

In addition to the above, the Librarian II:
  • In-depth knowledge of one or more designated areas of librarianship, such as reference, adult services, youth services, or outreach
  • General principles of supervision and training

Frequently work with others; rarely work alone (depending on assignment, may work alone). Position requires working evening and/or weekend hours, and may travel to and attend appropriate Black Gold Library System meetings.
