Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Under the general direction of the Legislative Director (Supervisor II), the Legislative and Policy Analyst (Analyst II) performs advanced policy research and legislative analysis to support the statutory responsibilities of the CCoA to advise the Governor, Legislature, and state, federal, and local agencies on programs and services affecting older adults, adults with disabilities, and caregivers. The Legislative and Policy Analyst evaluates legislation and policy proposals, prepares policy reports and briefings, and coordinates with state agencies, legislators, and stakeholders. The incumbent works independently and collaboratively within a team environment to support Commission priorities, inform decision-making, and advance policy solutions that improve the well-being of older Californians .

Working Conditions

The physical work location of the position is designated at the department's headquarters location, a three-story building and standard office modular workspace located in Natomas. The duties of the position require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings whether they are digital (i.e., Zoom, WebEx, MS Teams, etc.) or in person.

Statewide travel - up to 10 percent.

Department Information
The California Commission on Aging (CCoA) was established in 1973 by State statute and as outlined in the Older Californians Act (Welfare and Institutions Code, Division 8.5, Chapter 3, Section 9200-9205 to serve as the principal advocate before the Governor, the Legislature and State agencies on behalf of California's older adults. An independent advisory body, CCoA members are appointed by the Governor and both houses of the Legislature. Commissioners represent the state's cultural and geographic diversity, as well as a range of expertise within and outside of the field of aging.

Appointed members convene in mandatory meetings around the State to engage in discussions with older adults, caregivers, and providers to better understand issues impacting older adults in urban and rural areas.

CCoA staff also provide administrative support to the Triple-A Council of California (TACC), a 33-member body of local volunteers that meets four times per year.

Special Requirements
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
