Full Job Description

AT&T is seeking a Lead Sourcing Manager in the U.S. Government subcontracting area under our Global Supply Chain (GSC) organization. In this role, you’ll manage, monitor and strategically source technology supplier contracts in support of the U.S. Government. This will include everything from request for proposal, quote and information through to subcontract execution, management, and closeout. You’ll serve as an advocate of our company, both internally and with suppliers, to mitigate impacts of policy, reduce risk and drive successful outcomes through negotiation.


Overall Purpose: Optimizes procurement strategies by managing, negotiating, monitoring, and sourcing vendor and sub-contractor contracts to ensure cost-effective and efficient supply chain operations.

Key Roles and Responsibilities: Typical tasks may include, but are not limited to, the following:
Subcontract Negotiation and Management: Lead the negotiation, execution, and administration of complex subcontract agreements, ensuring alignment with business objectives, customer requirements, regulatory obligations, and corporate procurement policies.

• Procurement Strategy Development: In close coordination with internal business stakeholders, develop and implement sourcing and subcontracting strategies that support government contract pursuits and program execution, optimize supplier selection, enhance competitiveness, and drive cost, schedule, and performance objectives.

• Subcontractor Management: Establish and maintain strategic relationships with subcontractors and suppliers, oversee subcontractor performance throughout the contract lifecycle, and facilitate collaboration to ensure successful program delivery.

• Risk Management and Compliance: Identify, assess, and mitigate subcontracting risks while ensuring compliance with applicable federal, state, and local procurement laws and regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Code of Federal Regulations (CFR), state procurement codes, contract flow-down requirements, and internal governance policies throughout the subcontract lifecycle.

• Performance Monitoring and Process Improvement: Monitor subcontract performance metrics, analyze sourcing and procurement effectiveness, and lead continuous improvement initiatives that enhance operational efficiency, strengthen governance, and improve subcontract management outcomes.

Job Contribution: An experienced professional, recognized as an expert, creatively resolving complex issues with broad and in-depth knowledge. Leads significant projects with strategic autonomy, influencing executive decisions. Mentors less experienced staff, implements long-term plans impacting the organization, and frequently collaborates with senior leadership.

Education/Experience: Bachelor’s degree (BS/BA) desired. 5+ years of related experience. Certification is required in some areas.


Location: 5 days / week in the office at AT&T office in Chantilly, VA or Columbia, MD, no relocation is available
