Serves as a Lead and senior subject matter expert, researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of the organization and programs. Performs official lead duties over subordinate employees overseeing projects, assignments and studies. Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning, and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments. Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development. Performs duties that will include pre-planning of complete exchangeable end-items prior to scheduled repair. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the supervisor. Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.

Knowledge, Skills, and Abilities (KSA):
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems
applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to lead, motivate and guide the functions of the team.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.
7. Employee must obtain and maintain the necessary security clearance for the position.
