The OpportunityLead Federal QA Inspector / Engineering Technician
Location: Key West, Florida
RS&H is seeking an experienced Lead Federal QA Inspector / Engineering Technician to support federal building and facility construction projects in Key West, Florida. This position serves as the continuous on-site Owner's Representative and is responsible for monitoring daily construction activities, verifying quality and safety compliance, and ensuring construction is performed in accordance with contract requirements, plans, specifications, and federal standards.
The successful candidate will provide technical leadership to inspection staff while serving as the primary field representative for quality assurance, contractor oversight, and construction compliance activities.
What You'll Do
- Serve as the continuous on-site Owner's Representative for federal building and facility construction projects.
- Monitor daily construction activities to verify compliance with contract documents, plans, specifications, and federal requirements.
- Inspect construction work, materials, and workmanship to ensure adherence to quality standards and project requirements.
- Monitor contractor compliance with Construction Quality Management (CQM) requirements, Quality Assurance Plans (QAP), and project specifications.
- Verify compliance with EM 385-1-1 safety requirements and project safety protocols.
- Conduct inspections of structural, mechanical, electrical, plumbing, fire protection, and building envelope systems.
- Maintain detailed daily reports, inspection records, testing documentation, photographs, and project correspondence.
- Identify deficiencies, non-conforming work, and safety concerns, and monitor corrective actions through resolution.
- Provide technical guidance, oversight, and mentoring to Engineering Technicians and inspection staff.
- Coordinate with contractors, federal clients, project managers, and project stakeholders to support successful project delivery.
- Support commissioning, punch list development, turnover, and project closeout activities.
To Be Successful in This Role, You Must:
- Have a high school diploma or equivalent and 15 years of relevant construction inspection, quality assurance, and field oversight experience, or a bachelor's degree in Engineering, Construction Technology, or a related field and 5 years of relevant experience.
- Be a U.S. Citizen as required by federal client and project requirements.
- Have extensive experience performing on-site construction inspections for building construction projects.
- Have experience serving as an Owner's Representative, Lead Inspector, Senior Inspector, or Engineering Technician on complex construction projects.
- Have experience monitoring contractor compliance with Construction Quality Management (CQM), project specifications, and quality requirements.
- Have working knowledge of EM 385-1-1 safety requirements and construction site safety practices.
- Have experience providing guidance and oversight to inspectors or Engineering Technicians.
- Possess strong organizational, communication, problem-solving, leadership, and documentation skills.
- Have a valid driver's license, be insurable, and be able to safely operate a vehicle on highways and active construction sites.
- Have a passion for working outdoors and the ability to work in varying weather and project site conditions.
Preferred Qualifications
- Experience supporting federal agencies such as NAVFAC, USACE, DoD, U.S. Coast Guard, GSA, VA, DHS, or other federal clients.
- Experience working on military installations, secure facilities, SCIF environments, or other controlled-access federal facilities.
- Experience providing quality assurance and inspection services for federal vertical construction, mission-critical facilities, or secure government facilities.
- Working knowledge of federal construction standards, contract administration, commissioning, and project closeout requirements.
- Ability to obtain and maintain access to military installations, federal facilities, and secure project sites.
Preferred Certifications
- USACE/NAVFAC Construction Quality Management (CQM) for Contractors Certification.
- ICC Commercial Building Inspector, Combination Inspector, or related ICC certifications.
- NICET Construction Materials Testing, Construction Inspection, or related certifications.
- OSHA 30-Hour Construction Safety Certification.
- American Concrete Institute (ACI) certifications, where applicable to project requirements.
- Certified Construction Manager (CCM).
- Project Management Professional (PMP).
- Certified Quality Auditor (CQA) or related quality management certifications.
Security Clearance / Federal Site Access
- Active Secret security clearance is preferred.
- Candidates without an active clearance must be eligible to obtain and maintain any required federal background investigation, installation access credentials, or security clearances necessary to perform work on federal and military facilities.
- Ability to successfully pass federal background screening and credentialing requirements as required by the client.
