SummaryAs a Lead Equal Opportunity Investigator (Systemic) at the GS-1860-13, you will be part of the St. Louis District Office, Office of Field Programs, U.S. Equal Employment Opportunity Commission (EEOC). If selected, you will be responsible for conducting systemic investigations and for coordinating and providing mentoring and supportive services to assigned team members in furtherance of the agency's systemic investigative and litigation efforts.
DutiesHelp
- Team leader for EEO systemic case investigations and, under the direction of the assigned case supervisor or manager, ensures that the Commission's systemic cases are properly investigated.
- Communicates assignments to team members, helps and coaches the team to select appropriate investigative techniques and practices, and distributes and balances workload in accordance with established priorities.
- Summarizes and organizes evidence to identify undisputed facts, respondent's defenses, facts which support or refute the allegations, and evidence which will help in the determination of whether or not a violation has occurred.
- Provides guidance to lower-graded field investigators, support staff, and others with regard to the solution of difficult, complex, and/or novel questions related to the application of investigation and conciliation policies and procedures.
- Develops lengthy, complex, highly technical, and detailed data requests that cover multiple issues and bases and requests descriptions of automated personnel systems and data in automated format.
- Participates in the development of training material for systemic case investigations, such as drafting Commissioner Charges, interrogatories, conciliation agreements and decisions, analyzing data, and formatting reporting requirements.
- Manipulates computer programs to retrieve and analyze EEO-1 data in a setting requiring the construction of complex labor market areas, as well as the retrieval of parallel Census and other data.
- Conducts detailed interviews; secures affidavits; collects, obtains and analyzes electronic, documentary, and anecdotal evidence; provides follow-up on leads; examines and evaluates records; and prepares detailed investigative reports.
- Recognizes the need for statistical evidence to discover the existence of employment discrimination and to plan for the development of such evidence.
- Presents complex systemic case information through written and oral communication to a range of audiences including team members, other Commission staff, respondents and their representatives, and the public

QualificationsFor the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes experience analyzing, researching, and evaluating employment discrimination laws, regulations, or policies; planning and establishing priorities; and conducting investigations of employment discrimination.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.
