Under the supervision of the Dean of Library, Distance Education, and Educational Partnerships, the Lead Distance Education Technologist/Developer supports student access to and success in PCC's rapidly growing distance education program and online learning initiatives. The position provides leadership to other members of the Distance Education team. The Lead Distance Education Technologist/Developer brings leading-edge ideas in the technical development of innovative online, hybrid, and web-enhanced course content; provides technical support to faculty, staff, and students; and designs, maintains, and updates the web presence and other digital and print media related to online learning. The position identifies and maintains effective tools and techniques necessary to expand student access and success in the online environment and provides support while working collaboratively with faculty to deliver culturally responsive, innovative instructional and accessibility design expertise for the development and support of online courses in line with the principles of Universal Design for Learning (UDL).

ESSENTIAL DUTIES:
    1. Leads the Distance Education team in assisting faculty with producing, developing, and implementing innovative and effective online course materials, including multimedia elements, digital learning objects, and other media as technologies evolve, including, providing technical support for remediation of materials and courses to ensure copyright and accessibility compliance for online and digital content.
    2. Works under the direction of the Dean with faculty, external vendors, and course development teams to ensure instructional integrity of distance learning course development projects using systematic design with clear standards and objectives, and takes the lead on cross-functional projects, including consulting with faculty on technical, equity-minded, and accessible pedagogical solutions and providing hands-on professional development on course design, course accessibility, and course development in asynchronous and synchronous online instruction.
    3. Leads the Distance Education team in the management of the College's Learning Management System and instructional tools.
    4. Plans, designs, and implements, in collaboration with the Distance Education team, a variety of faculty professional development opportunities on the effective and innovative use of instructional technologies, as well as student-centered resources that support online success and retention.
    5. Ensures, in collaboration with relevant campus departments-including Student Learning & Support Services, Information Technology Services, Disabled Student Programs and Services, and Institutional Equity, Diversity, and Justice-equity-minded and anti-racist instructional design.
    6. Leads the Distance Education team in assisting students and faculty with the development and delivery of digital learning objects, including, but not limited to, Open Educational Resources.
    7. Works closely with the Dean to develop strategic planning for the online learning program to meet college-wide, program-level, and accreditation goals.
    8. Designs, maintains, and updates digital and print materials that effectively promote the department to faculty and inform prospective and current students of program offerings.
    9. Prepares and maintains reports, documentation, and databases, including, but not limited to, patterns of student enrollment, class schedules, instructor information, and helpdesk inquiries.
    10. Leads, trains, and provides work direction to classified staff, hourly staff, and/or college assistants.
    11. Participates on college-wide committees.
    12. Performs other related duties as assigned.


MINIMUM QUALIFICATIONS:
  • Bachelor's degree in education, educational technology, instructional design, or a related field.
  • Five (5) years of experience in the development of online instructional content using best practices in Universal Design.
  • Experience developing and facilitating workshops and tutorials in a variety of engaging and innovative formats.

PREFERRED QUALIFICATIONS:
  • Experience as a distance learning instructor/facilitator.
  • ADA Compliance Certification.

KNOWLEDGE, SKILLS, AND ABILITIES - May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.
  • Demonstrated knowledge of federal, California State, and WASC Accreditation regulations and guidelines relating to distance education.
  • Demonstrated ability to produce Section 508-compliant course content and test accessibility using assistive technology guidelines and tools, the Americans with Disabilities Act (ADA), Web Content Accessibility Guidelines (WCAG) 2.0 and 2.1 (A/AA), and Universal Design for Learning principles.
  • Demonstrated knowledge and ability to produce innovative and engaging multimedia content using current media production tools, best practices, and emerging trends in instructional technology, accessibility, and instructional design.
  • Demonstrated ability to operate, maintain, and administer current course management systems and instructional technology tools.
  • Knowledge of the California Community College California Virtual College Online Education Initiative (CVC/OEI) course design rubric and equity-minded course design.
  • Experience with learning management systems, such as Canvas, and related software and applications.
  • Ability to use a customer-oriented approach to collaborate and communicate effectively with faculty, administration, classified staff, students, and community members.
  • Strong critical thinking and analytical skills, coupled with robust project management abilities, including attention to detail, meeting deadlines, and managing multiple projects simultaneously.
  • Ability to work independently with little direction or as part of a team; skill in collegial decision-making and consensus-building.
  • Commitment to academic excellence and ability to represent the Department and College in a wide variety of on-campus and community settings.
  • Demonstrated experience working with communities that have been traditionally underserved by higher education and experience with pedagogies reflecting intersections of race, culture, class, ethnic, and queer identities.
