Full Job Description
We are seeking an experienced Lead Cyber Engineer to provide senior technical leadership supporting Department of the Navy cybersecurity, systems engineering, and enterprise IT modernization initiatives. As designated Key Personnel, this individual will serve as the senior engineering authority responsible for cybersecurity engineering, systems integration, secure network infrastructure, and technical execution across multiple task orders.

The Lead Cyber Engineer will oversee engineering teams responsible for designing, integrating, securing, deploying, and sustaining enterprise information systems supporting Navy operations. This position requires a strategic engineering leader capable of translating mission requirements into secure, scalable technical solutions while ensuring compliance with Department of Defense and Navy cybersecurity standards.

Responsibilities include:

The Lead Cyber Engineer provides technical leadership across all engineering disciplines supporting contract execution, including systems engineering, cybersecurity engineering, network infrastructure, systems integration, configuration management, and Risk Management Framework (RMF) compliance. This individual partners closely with Government technical leadership to ensure engineering activities meet operational objectives while minimizing technical risk and maintaining secure, resilient enterprise capabilities.

  • Lead technical planning, execution, and oversight across multiple engineering workstreams.
  • Direct engineering teams responsible for enterprise information systems supporting Navy operations.
  • Lead engineering efforts involving:
    • Requirements analysis
    • Systems architecture
    • Engineering design
    • Configuration management
    • System deployment
    • Technical implementation
    • Training coordination
  • Oversee installation, integration, and sustainment of:
    • Enterprise information systems
    • Secure network infrastructure
    • Data and voice cabling systems
    • Secure communications capabilities
  • Ensure cybersecurity engineering activities comply with:
    • Department of Defense cybersecurity policies
    • Navy technical standards
    • Risk Management Framework (RMF) requirements
    • Contract and Task Order requirements
  • Provide technical oversight for network security configuration and administration.
  • Support geographically dispersed technical implementations.
  • Identify technical risks and develop mitigation strategies.
  • Coordinate engineering efforts with Government Technical Leads and stakeholders.
  • Support engineering planning for enterprise modernization initiatives.
  • Review engineering deliverables for technical quality and completeness.
  • Mentor engineers and provide technical leadership across the program.

Here's what you need (Required Qualifications):
  • Minimum 8 years of experience supporting the operation and sustainment of major Department of Defense systems.

Bonus Points If You Have (Desired Qualifications):
  • Experience supporting NAVFAC or other Department of the Navy organizations.
  • Experience implementing or maintaining RMF-authorized systems.
  • Experience with Security Technical Implementation Guides (STIGs).
  • Enterprise systems integration experience.
  • Cloud infrastructure engineering.
  • Zero Trust Architecture implementation.
  • Network modernization initiatives.
  • Cisco, VMware, Microsoft, Red Hat, or cloud platform certifications.
  • CISSP, CASP+, or Security+ certification.
  • ITIL Foundation or PMP certification.
  • Experience leading geographically dispersed engineering teams.

Security Clearance:
  • Interim or Active Top Secret Security Clearance

Education:
  • Bachelor's degree in Project Management, Business, Engineering, Computer Science, Political Science, Human Resources, or a closely related field.

Work Schedule:
  • Monday-Friday, Standard Business Hours. Work for this position is primarily performed at Cydecor offices with occasional engagement on-site in Norfolk, Virginia.

Compensation and Benefits:
The projected compensation range for this position is $155,000-190,000. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.
