Position Description
What you will do at Harris County Flood Control District:

Responsible for leading the delivery of District construction projects and providing day-to-day management, direction, and oversight of construction staff, consultants, contractors, and project delivery activities. The position manages multiple complex flood risk management and infrastructure projects throughout construction, ensuring projects are delivered safely, efficiently, on schedule, within budget, and in accordance with contract requirements, District standards, applicable laws, and funding requirements.

This position serves as a senior construction leader within the Construction Division and is responsible for establishing clear expectations for project teams, coordinating construction management resources, resolving complex project issues, and ensuring effective performance by District staff and construction management consultants.

This role manages projects from pre-construction through final completion and closeout, and provides leadership in construction sequencing, contractor performance, quality assurance, safety, schedule, cost management, change management, claims, risk management, and stakeholder coordination. The Lead Construction Manager supports the delivery of the District's Bond Program, Capital Improvement Program (CIP), Maintenance Capital Projects, Partnership Projects, and federally funded projects.
Essential Functions and Duties:
Construction Management & Project Delivery

• Lead construction delivery of multiple District capital, Bond Program, maintenance, partnership, and federally funded projects.
• Direct construction staff and ensure projects meet contract, scope, schedule, budget, quality, and District requirements.
• Oversee project transition into construction, pre-construction, partnering, completion, and closeout.
• Monitor project performance and escalate significant issues requiring management action.

Staff & Consultant Management

• Supervise, mentor, and develop assigned construction staff and establish clear performance expectations.
• Manage construction management and engineering consultants and monitor staffing, deliverables, performance, and contractual compliance.
• Allocate staff and consultant resources among projects based on project needs and priorities.
• Address performance issues and promote consistent construction management practices.

Contractor, Cost, Schedule & Risk Management

• Oversee contractor performance, including schedule, cost, quality, safety, production, and contract compliance.
• Monitor project budgets, forecasts, contingencies, schedules, and critical path activities and direct corrective actions as needed.
• Identify and manage construction, design, utility, real estate, environmental, permitting, and site risks.
• Evaluate and support resolution of change orders, claims, time extensions, differing site conditions, disputes, and other contract issues.
• Ensure project teams appropriately document and escalate significant cost, schedule, risk, and contractor performance issues.

Quality, Safety, Environmental & Stakeholder Coordination

• Oversee construction quality assurance and compliance with plans, specifications, testing requirements, District standards, and environmental requirements.
• Ensure deficiencies, non-conforming work, and significant safety concerns are identified, documented, corrected, and appropriately escalated.
• Coordinate with District divisions, governmental agencies, utilities, property owners, consultants, contractors, and other stakeholders.
• Lead meetings and facilitate resolution of complex construction, quality, safety, environmental, and stakeholder issues.
• Communicate project status, risks, and recommended actions to Division Directors and Executive Leadership.

Additional Responsibilities and Duties

• Assume additional responsibilities as required, adapting to the evolving demands, responsibilities, needs, and objectives of the District.

Requirements
Education:

• Bachelor's degree in Civil Engineering or related discipline from an ABET-accredited institution

Experience:

• Requires a minimum of ten (10) years of progressive experience in civil engineering, including design and/or construction of drainage or infrastructure projects.

Licensure:

• Valid Class "C" Texas Driver's License
• Professional Engineer Registration (PE) in the State of Texas (or ability to obtain within 6 months)

Knowledge Skills, and Abilities:

• Extensive knowledge of construction management principles, practices, methods, and contract administration.
• Excellent written and verbal communication skills, including the ability to communicate complex construction issues to executive leadership and non-technical
  stakeholders.
• Strong knowledge of construction contracts, specifications, change management, claims, and dispute resolution.
• Strong understanding of project controls, including cost forecasting, schedule management, contingency management, and performance reporting.
• Strong understanding of civil infrastructure construction, including construction sequencing, means and methods, quality control, scheduling, cost management, and
  field operations.
• Strong negotiation, conflict resolution, and problem-solving skills.
• Strong organizational skills and attention to detail.
• Demonstrated ability to manage and hold consultants and contractors accountable for performance.
• Ability to evaluate project cost, schedule, quality, safety, and risk and make sound management decisions.
• Ability to identify emerging project issues and proactively implement corrective actions.
• Ability to lead, manage, motivate, mentor, and develop multidisciplinary teams and coordinate effectively across organizational boundaries.
• Ability to manage multiple projects and competing priorities with minimal supervision.
• Ability to interpret engineering plans, specifications, contracts, schedules, and technical documentation.
• Ability to use construction management, scheduling, document management, and project controls systems.
• Ability to work effectively in both office and construction-site environments.
