Summary

This position is located in the Department of Homeland Security (DHS), Federal Protective Service (FPS).

The primary purpose of this position is to serve as a Law Enforcement Specialist (Compliance Manager) responsible for overseeing all compliance, quality management, and process improvement activities.

Non-BU: This is a non-bargaining unit position.

The Federal Protective Service (FPS) is hiring for law enforcement jobs that have an exciting opportunity! Once onboarded, you may be assigned for up to one year to support the D.C. Safe and Beautiful Task Force. The law enforcement component of the D.C. Task Force is a partnership of over 20 federal and local agencies working together to make D.C. the safest city in America. As a Law Enforcement Specialist (Compliance Manager), GS-1801-13, your typical work assignments may include:

  • Identifying systems and/or program infrastructures ensuring that supportive programs and work activities are in place to prevent disruption of processes
  • Overseeing risk-related programs and program activities designed to protect critical government physical and cyber assets.
  • Evaluating and ensuring adherence to laws, policies, regulations, and standards for a variety of management programs impacting the FPS' Protective Security Officer (PSO) Program.
  • Supporting the Quality Management lead for the PSO Program Management Office.

Qualifications

Specialized Experience:

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:

  • Reviewing operational compliance plans to determine impact on existing security programs;
  • Providing protective measures to ensure a safe and secure workplace;
  • Analyzing deficiencies in quality management activities to determine appropriate corrective actions needed and;
  • Reviewing quality management reports to ensure compliance with established procedures.


Substitution of education in lieu of specialized experience may not be used for this grade level.

Promotional Potential This position is at the full performance level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Conditions of Employment:

Essential Personnel Position - This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations. (5 U.S.C. [redacted] and 5 CFR, Part 752, as applicable).

Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement which will remain in effect while assigned to this position.

Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operator's license. Motor vehicles must be driven and managed in accordance with Office of Personnel Management and Federal Protective Services polices and guidance.

Law Enforcement: As required, the incumbent must maintain law enforcement qualifications and possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees, and members of the general public located and/or conducting business in government-owned or leased properties.

Occupational Safety and Health Requirement: The incumbent will be required to comply with all pertinent Occupational Safety and Health Administration (OSHA) requirements including use of all personal protective equipment (PPE) provided, in accordance with training, work instructions, and as required by the task at hand.

Firearms Requirement: The incumbent must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards.

Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.

Training: Incumbent must meet the established experience, basic training and in-service training requirements established for the enforcement of police powers. Incumbent must successfully complete the designated, required training, which includes the Uniformed Police Training Program (UPTP), the Agency Individual Training Program (AITP). Additionally, the incumbent must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other recurring in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.

Training Certifications: Incumbent must complete the National Weapons Detection Training Program (NWDTP) & maintain all NWDTP certification and trainings along with all SFI (Senior Firearm Instructor) training and certifications. Be familiar with all aspects of PSO basic training to include regional orientation and all aspects of vendor provided training.

Medical Examination: Incumbent must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. This position is subject to future periodic medical examinations.

Tour-of-Duty: Must be available for overtime and shift work.

Medical Requirement: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
