Description

The Landfill Superintendent plans, organizes and manages the activities and staff at the city's Landfill and Landfill Gas (LFG) Recovery Facility.

This position is:

  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 415 with an annual salary between $97,902.00 - $146,853.00

The City of Glendale also offers Regular status positions the following:
  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours per pay period after 5 years
    • Then caps out at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)

* Days per year estimates are based on an 8-hour work day.

This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and deducted every pay period
  • The current contribution rate is 11.98%

Essential Functions

  1. Plans, organizes and manages the activities and staff of the landfill, transfer station operations and LFG recovery facility.
  2. Develops and manages, through supervisory and technical staff, the operational and capital budgets in accordance with program goals and objectives.
  3. Develops and implements program goals, objectives, procedures, and standards.
  4. Prepares and presents technical, business, environmental, and regulatory reports to requested audiences.
  5. Interacts with contractors to develop landfill development and permit design plans; ensures products and services are delivered in conformance with specifications and specified time frames.
  6. Participates in Department negotiations and program implementation of IGAs and other solid waste management partnerships.
  7. Develops issue papers and serves as a liaison to ADEQ and other regulatory agencies for landfill permitting and development issues.
  8. Interprets federal, state, and local regulations, and works with the Solid Waste Collection Division to ensure consensus of solid waste legislation and rule development.
  9. Participates with the ongoing development of the five-year landfill rate model and the development of other landfill development/strategic plans.
  10. Ensures landfill is developed and operated in conformance with all applicable environmental standards and regulatory requirements.
  11. Ensures that all landfill environmental/regulatory programs, including staff training programs, are in place.
  12. Represents the City at solid waste and landfill meetings and seminars.
  13. Works with citizen groups and implements public outreach programs to maximize landfill image to neighboring residents and the general public.
  14. Resolves residential and business complaints not resolved by supervisory staff.
  15. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors
Minimum Qualifications:

Bachelor's degree in business public administration or a related field and five years of experience in solid waste management, including three years of experience in a supervisory capacity.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:
  • Principles, practices, and methods of landfill management, including hazardous waste
  • Federal, State, and local regulations related to landfill management
  • Principles and practices of public administration

Ability to:
  • Gather and review materials, analyze findings, and prepare and present written and oral reports and recommendations
  • Establish and maintain effective working relationships with city employees and the general public
  • Read and interpret plans and specifications
  • Communicate effectively verbally and in writing
  • Effectively supervise, train, and develop staff

Special Requirements:
  • Hazardous Waste Operations Training Certification.
  • Landfill Gas mitigation, collection, and processing knowledge and experience.
