General Description

The Land Entitlements Manager is responsible for overseeing the entitlement and permitting process for land development projects. This role involves coordinating with government agencies, consultants, and internal teams to secure necessary approvals, ensuring compliance with zoning and regulatory requirements, and facilitating the transition from land acquisition to development.

Key Duties

Entitlement & Permitting Process:
  • Manage and oversee the zoning, land use, and entitlement approval processes for development projects.
  • Work closely with local, state, and federal agencies to ensure compliance with regulatory requirements.
  • Prepare and submit applications for rezoning, land use changes, variances, and permits.
  • Track and manage project timelines and approval milestones to prevent delays.
  • Coordinate with legal teams, engineers, and planning consultants to resolve entitlement challenges.

Regulatory Compliance & Government Relations:
  • Review and interpret zoning ordinances, comprehensive plans, and land use codes.
  • Build relationships with city officials, planning commissions, and community stakeholders to facilitate project approvals.
  • Represent the company in public hearings, planning meetings, and negotiations with government agencies.

Project Coordination & Internal Communication:
  • Work closely with the Land Acquisition and Development Teams to ensure entitlements align with company goals.
  • Provide entitlement status updates and risk assessments to executive leadership.
  • Maintain detailed records and reports on entitlement progress, conditions of approval, and regulatory changes.
  • Ensure all entitlements are obtained within budgetary constraints and project deadlines.

Qualification Requirements

Education & Experience:
  • Bachelor's degree in Urban Planning, Real Estate, Construction Management, Civil Engineering, or a related field preferred.
  • 3+ years of experience in land development, entitlements, or municipal planning.
  • Strong knowledge of zoning laws, permitting processes, and environmental regulations.

Skills & Competencies:
  • Excellent communication and negotiation skills to work with government agencies and stakeholders.
  • Ability to read and interpret zoning regulations, legal documents, and development agreements.
  • Strong organizational and problem-solving abilities.
  • Experience with GIS mapping, permitting software, and project management tools is a plus.

Physical Demands
  • Frequent standing, walking, and occasional lifting up to 25 lbs.
  • Travel to municipal offices, project sites, and public hearings as needed.
  • Ability to work in both office and outdoor environments when inspecting sites.

Work Environment
  • Office-based role with field visits and meetings with regulatory agencies.
  • Exposure to construction sites, government facilities, and public meeting settings.
  • Fast-paced, deadline-driven work requiring adaptability and multitasking.
