Job Requirements

JOB SUMMARY:

Has as his/her primary duty the overall management of departments within the system with 24-hour accountability for operations. Is responsible for short- and long-range planning, staffing, and development of a budget for the departments. Integrates interdepartmental and intradepartmental services to achieve objectives. Establishes policies, procedures, standards, and objectives for the departments consistent with organization's goals. Works through managerial and supervisory personnel to accomplish set goals and objectives.

ESSENTIAL FUNCTIONS OF THE JOB:

1. Participates with appropriate members of the leadership team in the strategic planning process for System-wide laboratory functions and other program/services planning.

2. Establishes annual and long-term goals and objectives for respective departments; develops/revises supporting programs, plans, and services.

3. Leads staff in identifying customer needs, ensures integration into strategic plans and operations and directs development of good customer relations.

4. Leads development of policies, procedures, productivity, and quality targets/benchmarks to ensure effective/efficient services and compliance with standards of the system and external licensing, accreditation, professional organizations, and regulatory bodies that demonstrate equality and continuity of services and recognize cultural, economic, and social differences among health care consumers.

5. Develops financial projections, leading to the development of operational and capital budgets and manages budgets to ensure optimum financial performance of respective departments. Oversees the allocation and use of fiscal and physical resources, and monitors performance against developed plans.

6. Develops and maintains collaborative relationships with the medical staff and other system-wide departments to improve service, access, and quality.

7. Oversees and/or performs personnel functions such as recruiting, interviewing, hiring, counseling, and carrying out discipline procedures in accordance with Human Resources policies; oversees establishment of performance objectives and assessment and maintenance of good staff relations.

8. Participates and directs development and implementation of marketing plans for programs/services as appropriate in order to ensure that community and targeted populations are aware of the system and its services.

9. Collaborates with other staff to direct the quality improvement process and to ensure that any changes evolving from that process have included all stakeholders.

10. Monitors performance of respective departments and oversees or performs data collection and reporting on department activities and performance. Analyzes data and implements appropriate improvements and reports

findings, along with recommendations for action.

11. Establishes and uses appropriate communication channels to inform staff of system's plans, policies, etc., and for staff empowerment and inclusion in decision making and department management.

12. Establishes departmental goals, provides training/education opportunities, and ensures that staff meet continuing education requirements for licensure and accreditation, continually collaborating with Human Resources and Education Departments in development and implementation.

13. Consults with other health care personnel and organizations to keep informed of trends in health care, management, patient care practices, system and hospital activities, and new programs/services, etc., in order to integrate new concepts/practices into operations.

14. Participates in interdepartmental, system and/or hospital committees.

15. Demonstrates a philosophy that provides individual professionals the authority and accountability for their respective clinical management and facilitates participative management.

16. Adheres to all system-wide and hospital infection control and safety policies.

17. Strives to achieve excellence of services as described in the CARE Manual.

18. Responds to the following Shore Health System codes: Code Red (in the immediate area), Code Pink (if called), Code D (if called).

19. Responsible for honest behavior in all matters. To the best of the employee's knowledge and understanding, complies with all Federal and State laws and regulations.

20. Maintains the privacy and security of all confidential and protected health information. Uses and discloses only that information which is necessary to perform the function of the job.

21. Performs related duties as required or assigned.

Work Experience

Bachelor of Science degree in Medical Technology or related science. Master's degree in related science, or business administration preferred. Minimum five years experience in middle management. ASCP Certification highly preferred. Excellent verbal and written communications skills, customer relation skills. Experience with dept budget, inventory logistics, instrument acquisitions, personnel and labor laws, regulatory and accreditation of laboratory operations.

The employee in this position must be able to demonstrate the knowledge and skills necessary to provide care based on the age of the patients served. He/she must demonstrate knowledge of the principles of growth and development over the life span and possess the ability to assess data reflective of the patient's status, to interpret the appropriate information needed to identify each patient's requirements relative to his/her age-specific needs, and to provide the necessary care as described in the department's policies and procedures.
