Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.

Job Summary:

In this role, you will handle project labor relations activities, foster a strong labor and management relationship, and resolve employee issues boosting morale and Craft Professional employee engagement. You will interpret contracts, enforce work rules, build relationships and trust. Your work will facilitate positive and strong labor relations (LR) on the construction project, as you are a problem solver and relationship builder. #LI-SM2

Major Responsibilities:

  • Performs research and develops statistical information and studies on issues such as attrition, absenteeism, engagement and labor union or construction industry trends and practices.
  • Interprets and administers applicable labor union contracts, work rules, policies and procedures.
  • Keeps abreast of labor laws and related legislation applicable to construction Craft Professional labor union employees.
  • Focuses on supporting Field LR activities but also supports other LR organizations including Onboarding, Reporting and Training.
  • Conducts LR and related trainings for Craft Professionals, Supervision and other parties.
  • Monitors Labor Dashboard and other systems to ensure accuracy and inform decision making.
  • Fosters relationships with all levels of the organization chart including Front-Line Supervision, Stewards, Union Representatives, Craft Professionals, Payroll and Accounting, Superintendents, Area Managers, and Senior Leadership.
  • Regularly is in the field engaging with Craft Professionals and Front-Line Supervision to strengthen relationships, build morale and employee satisfaction, and solve problems.
  • Ensures that LR/Workforce Services (WFS) activities conform to company and site policies/procedures.
  • Drafts, provides and administers the implementation of corrective actions/Progressive Discipline.
  • Provide solutions to complex issues balancing Union, Employee and Management interests.
  • Performs investigations regarding employee misconduct or other issues, and recommends appropriate disciplinary or corrective actions according to the work rules, precedent, legal requirements, policies and procedures.
  • Recommend actions to resolve these issues to avoid work stoppages and construction schedule delays.
  • Works with local & regional building trades representatives, including Stewards, on process improvement initiatives and implements them at the jobsite level.
  • Produce various project and LR/WFS communications.
  • Supports informal and formal grievance hearings in accordance with applicable labor union contract procedures.


Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) in related field and 5-7 years of relevant experience or 9-12 years of relevant experience in lieu of a degree.


Required Knowledge and Skills:

  • Experience in performing labor relations function on a construction project or area/home office.
  • Ability to multi-task and perform multiple LR duties simultaneously.
  • Can-do attitude and ability to execute and drive tasks to completion.
  • Ability to use new and innovative methods and means to perform LR tasks.
  • Use discretion and sensitivity to confidential tasks requiring maintaining attorney client privilege and confidentiality.
  • Work extended hours and non-traditional hours of work and schedules in a Construction project Environment.
  • Ability to get assignments done with limited information.
  • Required to be proactive and a self-starter.
  • Knowledge of labor contract principles and administration requirements.
  • Knowledge of domestic labor and employment law including employment discrimination and anti-retaliation, wage and hour, job protection, compensation and benefit, discrimination and harassment and common law as they pertain to Craft Professionals.
  • Knowledge of labor contract grievance procedures and their practical application.
  • Knowledge and experience of jurisdictional work assignment practices.
  • Knowledge of organizational structure and work practices of labor unions.
  • Knowledge of Labor Relations Department organization and policies.
  • Experience in developing training programs for Field Staff Professional employees and their supervisors.
  • Skill in written and verbal communication. Knowledge of basic Labor Relations activities, craft recruitment, etc.
  • Has working knowledge of Labor Unions and can conduct meetings with them regarding issues on assigned project or task.
  • Can conduct grievance meetings with respective union representatives.
