General Summary

Provides Human Resources and Labor Relations support and works closely with the Director-Labor Relations in supporting Chambersburg Hospital. Responsible for aligning business objectives with employees and management. Coaches and counsels on employee and labor relations issues. Partners with the HR leadership and management team to develop and implement programs that will support the business objectives. Fosters partnerships to deliver value-added service to management, team members, and bargaining unit team members that reflects the business objectives of the organization and aligns, where required, to the applicable Collective Bargaining Agreement (CBA).

Essential Functions:
  • Partners and consults regularly with assigned leaders to discuss deliverables, departmental concerns, and development opportunities that will support the business objectives in terms of recruitment, employee and labor relations, training and development.
  • Provides Human Resources and Labor Relations guidance to management regarding employee and labor relations issues, ensuring alignment with Chambersburg Hospital goals. Works closely with management and employees to improve work relationships, boost morale, and increase engagement and retention.
  • Analyzes trends and metrics for the hospital, contributing to the development of solutions, programs, and policies consistent with the applicable collective bargaining agreement.
  • Ensures that all labor relations activities adhere to the specified terms of any collective bargaining agreement.
  • Manages and resolves labor relations issues by conducting thorough, objective investigations with accurate documentation. Collaborates with legal counsel as needed.
  • Participates in contract negotiations, grievance and arbitration processes, and maintain effective union relations in accordance with the CBA and in coordination with Labor Counsel.
  • Provides primary support to leadership in administering employee opinion surveys and developing corresponding action plans.
  • Delivers timely, balanced solutions to HR issues that meet managers' needs while upholding the organization's strategic interests and CBA integrity.
  • Keeps Labor Relations Director informed of training or leadership coaching needs and supports the development and implementation of these initiatives. Provides training and information to management on key HR leadership topics such as performance evaluations, counseling techniques, and proper incident documentation.
  • Reviews organizational data from sources like exit interviews and manager-employee interactions, identifying opportunities for improvement and sharing insights with the HR Labor Relations Director.
  • Manages the Unemployment Compensation process, ensuring timely and accurate responses to UC information requests. Collaborates with any Third Party Administrators (TPA) and legal counsel to prepare for UC hearings as necessary.
  • Leads HR support and preparation of HR information related to regulatory surveys, entity orientation, employee file reviews, and similar requests.
  • Provides input and feedback on HR and Labor Relations strategy informed by best practice as well as local culture and precedent.

  • 5 years experience in employee relations, labor relations, or other similarly situated field; 1 year direct labor relations experience Required
  • Human Resources experience in a large and complex healthcare delivery system Preferred

Courses and Training:
  • Professional in Human Resources (PHR) Upon Hire Preferred and
  • SHRM Certified Professional (SHRM-CP) Upon Hire Preferred or
  • SHRM Senior Certified Professional (SHRM-SCP) Upon Hire Preferred
