KWUN'ATSUSTUL MENTAL HEALTH MANAGER Reference No. TWT-KWUN-MHM-0726
PURPOSE: Reporting to the Ts'ewulhtun Health Director, the Kwun'atsustul Mental Health Manager is
responsible for the management and oversite of the daily operations and service delivery of the
Kwun'atsustul Mental Health Program and for providing supervision and direction to Program staff.
The successful candidate will work collaboratively with Ts'ewulhtun Health Centre staff, Cowichan Tribes
community members and other health service providers to implement best practices and quality standards
that enhance community mental & emotional wellness. This is a full-time permanent position that is required
to work in the office with moderate local travel required.
COMPENSATION AND BENEFITS: Cowichan Tribes offers excellent health and dental benefits and pension
plan, with benefits eligibility beginning after one month of employment and pension plan eligibility after
three months. The position includes paid training and paid time off such as vacation, sick leave and personal
leave. Depending on experience, the position starts at $52.73 - $56.48 per hour ($95,970.43 - $102,789.44
annually).
RESPONSIBILITIES:
Manage the Kwun'atsustul Mental Health Program
• Manage and oversee the administration of the Kwun'atsustul Mental Health Program activities, daily
operations and services
• Actively participate as an integral member of the wider Ts'ewulhtun Health Centre Program
Management Team
• Ensure Cowichan culture and values are integrated in an appropriate manner in program activities
• Develop and implement new program activities based on the Community Health and Wellness Plan
and with consultation with the Health Director
• Conduct formal evaluations of Program activities involving both clients and staff
• Ensure all case management notes are completed thoroughly, data entered, and filed appropriately
• Liaise with internal/external medical professionals and other community partners and resources to
support comprehensive and complex care needs when necessary
• Work collaboratively with Ts'ewulhtun Health Centre grant writer to find and develop grant
applications, monitor progress and complete reports
• Complete monthly reports of the program activities for Health Director and Associate Health Director
• Attend community events and programs as directed by Health Director
• Advertise program services at a variety of events and meetings
• Participate in a variety of internal and external committees as directed by Health Director
• Attend case management meetings with both internal and external programs regarding clients and
program activities in consultation with the Health Director
• Consult with Health Director regarding a community crisis through case management meetings,
coordination of activities, crisis counselling support
• Other related duties as required
Provide Supervision to Program Staff
• Provide professional guidance, feedback, support and leadership to the Kwun'atsustul Mental Health
Program staff
• Participate in recruitment and lead orientation of new team members
• Consult and collaborate with the Mental Health Clinical Supervisor regarding orientation, evaluation,
expectations and staff development
• Approve leave forms and training requests of team members
• Manage and document employee complaints, follow up steps, and discipline given
• Assist team members in development, implementation, and evaluation of individual program activities
• Provide professional guidance and support to staff
• Ensure compliance of staff with all internal and external policies and procedures, including but not
limited to quality improvement and safety and proper case management procedures
• Ensure appropriate staffing levels, and arrange for casual employees when required
• Provide program scheduling to meet the needs of community members
• Foster an environment of learning, support and healthy change management in the team
• Other related duties as required
EDUCATION AND EXPERIENCE: (please attach all required documents)
• Master's degree in Counseling Psychology, Social Work, or another related field
• Registered Social Worker, Certified Canadian Counselor, or Member of the BC Association of Clinical
Counsellors is an asset
• 5 years' experience in community health, mental health, substance misuse or related with 2 years'
supervisory experience
• An equivalent combination of related education and experience in a health setting may be considered
• Experience working in a First Nations community is essential, and a willingness to learn about culture,
customs, and traditions of Cowichan people
• BC Drivers' License, reliable vehicle and satisfactory drivers abstract is required
• Criminal Record Check with vulnerable sector check required

• Knowledge of behavioral and mental health issues that face First Nations peoples
• Knowledge of Cowichan culture, customs, and traditions
• Knowledge of internal and external community resources
• Knowledge of prevention, intervention, and treatment techniques and resources
• Well-developed written, oral, and interpersonal skills
• Well-developed clinical assessment skills
• Organizational skills
• Time management with the ability to multitask different tasks simultaneously
