PeopleTec is currently seeking a Knowledge Management Officer Subject Matter Expert (SME) to support our Huntsville, AL location.

 

PeopleTec is currently seeking a Knowledge Manager (KM) to support our Huntsville AL location. Facilitate a DoW Executive level office and management of its knowledge. Advise executive to mid-level leaders, and assist the entire organization in applying KM concepts, principles, practices, etc. to capture, preserve, and leverage employees’ and aggregate organization knowledge – explicit (documented) and tacit (known by individuals, not documented). Advise US Army organization executive leaders, directors, and subordinate organizations about KM; and assist organizations at all levels in sustainably operationalizing and leveraging KM. Develop, recommend, and lead implementation and evolution of organization's KM framework by implementing the following:

  • Establish roles and responsibilities in KM, by type of position and sub-organization, including those of a collateral-duty KM Working Group (KMWG).
  • Assist in determining resources requirements and means, chiefly information technology (IT), necessary to support KM.
  • Establish the KM strategy that maximally supports the organization's goals.
  • Develop policies, guidance, procedures, processes, and standards consistent with higher headquarters’ directives that support integration and synchronization of KM across the organization, including knowledge creation, capture, storage, fusion, sharing, retrieval, use, and transfer.
  • Affect change management and continuous process improvement processes and procedures relevant to KM.
  • Provide guidance for systematic, comprehensive cataloging of knowledge content (explicit and tacit), characteristics, sources, flows, repositories, control, accessibility, etc.
  • Establish KM knowledge, skills, and experience assessment methods and means for organization members that are effective, efficient, and standardized.
  • Develop education, training, and other instructive and informative material (e.g., user guides, best practices, lessons learned) of content and detail appropriate levels for executives, directors, and the workforce.
  • Determine measures of effectiveness, and benchmarks by which to assess execution efficacy and value, and to guide optimization of KM.
  • Provide KM updates in organization's senior staff meetings, directorates’ staff meetings as appropriate, KMWG meetings, and by widely accessible means (e.g., SharePoint).
  • Prepare and present briefs.
  • Represent this specific organization to other organizations in meetings, conferences, another forums and venues about KM matters.
  • Perform other position-relevant duties as assigned.
Qualifications

Required Skills/Experience:

  • Certified Knowledge Manager (CKM) certification from the KM Institute; or, in lieu of that, at least three years as the Chief Knowledge Manager (CKM), Chief Knowledge Officer (CKO) or similarly titled position for a Department of Defense (DoW) headquarters-type organization of 100 or more members.
  • Skilled, experienced communicator, orally and in writing, with individuals and audiences from the working level to the executive level.
  • Expert knowledge of and skill in assessing knowledge needs, sources, flows, conceptualizing and executing solutions.
  • Exceptional experience cultivating relationships in and among diverse groups collaborating.
  • Experience developing KM education, training, and guides for users from working level to executive level.
  • Travel: 5%
  • Must be a U.S. Citizen
  • Candidates are required to have an active Secret clearance upon hire, and the ability to obtain and maintain a Top-Secret level of clearance during their employment.

Education Requirements:

  • Bachelor’s Degree in a related field preferred; 15+ years experience may be substituted for a BS

Desired Skills:

  • Familiarity with Army Techniques Publication 6-01.1, Techniques for Effective Knowledge Management and its application to a non-operational general officer-level organization.
  • Familiarity with DoW Instruction 5015.02, DoW Records Management Program, or Army Regulation 25-400-2, Army Records Management requirements.
  • Experience supporting a US military Service, preferably Army, acquisition Program Executive Office.
