Summary

This position is in the DoW Office of Inspector General, Office of the Chief Information Officer (OCIO). The incumbent is an IT specialist who serves as a technical advisor to OCIO leadership and performs duties an Application Product Manager. The incumbent will serve as the Microsoft 365 Product Manager responsible for supporting all programmatic aspects of the products operations, development, and sustainment.

  • Develops and maintains the Microsoft 365 software portfolio strategy, roadmaps, and release plans to align with DoW OIG mission objectives, ensuring solutions meet audit and compliance requirements.
  • Collaborates with internal and external stakeholders to gather and prioritize feedback for Microsoft 365, balancing input from CX (Customer Experience), UX (User Experience), customer support, and audit teams to drive continuous improvements.
  • Monitors market trends, technology advancements, and performance metrics for Microsoft 365 to recommend lifecycle decisions, enhancements, and innovative solutions that support federal audit standards.
  • Guides and oversees engineering and operations teams in planning and delivering Microsoft 365 initiatives based on best practices and established governance frameworks.
  • Manages financial performance, investment decisions, and compliance for Microsoft 365, ensuring return on investment, adherence to DoD and OIG policies, and alignment with federal IT regulations.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/SCI security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
  • Current DoW civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • This position requires the selected candidate to obtain and maintain a DoW-approved baseline Cybersecurity certification, applicable workforce qualification requirements, and, if applicable, computing environment certificate.
  • The selected candidate must meet the certification requirements within six (6) months after entry on duty. Failure to do so may lead to removal from the Federal service.
  • The incumbent must adhere to the DoD Standards of Conduct.


Qualifications

Basic Requirements: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: demonstrated experience performing the following duties:

- Managing Microsoft 365 application.

- Coordinating with stakeholders to ensure mission value.

- Developing strategic product roadmaps.

- Knowledge and understanding of OIG practices and standards.

You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
