Job Summary As a Quality Analyst/Tester with Minnesota IT Services (MNIT) and the Minnesota Pollution Control Agency (MPCA), you will provide professional knowledge and skills in information systems software testing, quality assurance and quality control of application software and systems. This includes the quality of the coding itself and not just the outcome of the application execution. This position promotes appropriate testing methodologies, striving to identify and manage defects in the software systems
This position requires an employee to be onsite at 520 Lafayette Rd N, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis.

Qualifications Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume. Resume tips here. : Position requires a minimum of three (3) years of IT related experience in performing IT quality assurance functions .
Experience must include:
- Creating comprehensive quality assurance documentation, including test plans, test cases, defect reports, and acceptance criteria.
- Skill in manual testing across various types (including functional, UI, integration, and regression testing) and in coordinating test schedules and progress of test activities against the test plan.
- Knowledgeable about defect management processes and in using defect management tools such as Mantis or Jira.
- Participation in formal reviews of business/functional requirements, application design, and leading defect triage sessions.
- Leading or co-leading a test effort on a project of medium (or larger) size, with medium (or greater) complexity.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications - Familiarity with both Waterfall and Agile methodologies, with the ability to analyze organizational processes across the SDLC to identify opportunities for improvement, and to verify adherence to document standards.
- Experience working with automated testing tools, automated test scripting and maintenance, setting up automated test environments, and performing test results analysis.
- Ability to work on large and complex projects.
- Proven ability to develop effective working relationships and work collaboratively with cross-functional teams comprised of developers, business analysts, subject matter experts and others.
- ITIL certification or any Quality Assurance Certification.
- Ability to communicate clearly, present complex information to users in a comprehensive style, and translate technical information for non-technical stakeholders, and have ability to organize, prioritize multiple deadlines, and work independently to define problems as they arise, and to recommend alternative solutions.
