Full Job Description
Digital Consultants seeks IT Project Manager to support the DCMA Blue List Program. The IT Project Manager will oversee the software development lifecycle, web database engineering, and modernization of the digital Blue List platform while providing technical oversight, integration management, and Program Management Office (PMO) support to the Government IT Program Manager.

Location: San Diego, CA

Duties to include:
  • Oversee the software development lifecycle, web database engineering, and modernization of the digital Blue List platform, and provide technical oversight, integration management, and PMO support to the Government IT Program Manager.
  • Be well-versed in ServiceNow functionality and capability, leveraging the platform's native project management tools to ensure implementation and sustainment teams execute on schedule, within scope, and in alignment with program requirements.
  • Serve as the Government's technical oversight and integration team, acting as a bridge between the Government IT Program Manager and the various development and sustainment teams.
  • Monitor and evaluate daily progress, sprint velocity, and burn-down charts of implementation and sustainment teams, including designing and maintaining real-time dashboards within ServiceNow SPM/ITSM to track implementation velocity, defect rates, and sustainment ticket resolution times.
  • Review, validate, and provide formally documented evaluations and independent recommendations to the Government PM for acceptance or rejection of technical submissions provided by implementation and sustainment teams.
  • Perform in an oversight and Independent Validation and Verification (IV&V) capacity. The Government establishes overarching requirements and final acceptance criteria, while third-party implementation/sustainment teams execute sprints and develop code; the IT Project Manager reviews, validates, and provides independent recommendations on those technical submissions.
  • Coordinate schedules and technical dependencies between the implementation team, sustainment team, and external DoW/DoD partners.
  • Support the CPM to consolidate, maintain, and manage the Government's IMS and program-level RIDAC log natively within the ServiceNow Strategic Portfolio Management (SPM) module, mapping dependencies and milestones across cross-vendor teams.
  • Provide executive-level weekly program status briefings, slide decks, and reports summarizing cross-vendor execution, milestone risks, and resource utilization.
  • Ensure personnel performing applicable tasks meet qualification and certification requirements outlined in DoDM 8140.03; personnel performing privileged access, cybersecurity, or information assurance functions shall hold certifications appropriate to assigned roles.
  • Provide documentation of personnel certifications and qualifications upon Government request.


Requirements

  • Clearance: U.S. citizenship required. Personnel shall meet the Tier Three (T3) investigation equivalent (ADP/IT-II) requirement for access to CUI. A completed/current investigation or an investigation in progress is acceptable before commencing work. During onboarding, an individual with an initiated Tier 3 investigation may be granted interim authorization to work, barring unforeseen issues. This also applies to post-award replacement hires. Personnel must obtain a DoW-issued CAC for access to Government spaces and IT systems.
  • Certifications: Active Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or Project Management Professional (PMP) certification required.
  • Education: Bachelor's degree in Computer Science, Information Technology, Systems Engineering, or a technical discipline required.
  • Experience: At least five (5) years of experience in IT project management, PMO support, or Independent Validation and Verification (IV&V) for enterprise IT portfolios, including at least two (2) years specifically overseeing ServiceNow platform implementations within DoW or Federal programs.
  • Broad technical knowledge of DoW secure cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at Impact Level 4 (IL-4) or higher, DevSecOps pipelines, and API-driven platform architectures.
  • Demonstrated experience implementing and managing projects within the ServiceNow platform, specifically utilizing ServiceNow SPM, IT Service Management (ITSM), and Agile Development 2.0 modules.
  • Technical familiarity with DoD cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at IL-4 or higher, DevSecOps pipelines, and ServiceNow Out-of-the-Box (OOB) architectural principles is highly preferred.

Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
