Salary Pay Range: $95,000 - $112,000

Job Summary: The IT Project Manager plans, executes, and finalizes projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The IT Project Manager will also define the project's objectives and oversee quality control throughout its lifecycle, consistent with the IT Project Management Office's (PMO's) processes and goals. Additionally, the IT Project Manager supports the IT PMO in its continuous improvement efforts around project management processes and oversight.
Essential Responsibilities:- Define project scope, goals, and deliverables that support County goals in collaboration with senior management and stakeholders.
- Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion, liaise with project stakeholders on an ongoing basis, and continually manage project expectations with team members and other stakeholders.
- Plan and schedule project timelines and milestones using appropriate tools and track project milestones and deliverables.
- Determine the frequency and content of status reports for Executive and Project Sponsor updates. From the project team, collect updates, analyze results, and troubleshoot problem areas.
- Define project success criteria and disseminate them to involved parties throughout project life cycle.
- Conduct project postmortems and create a recommendations report in order to identify successful and unsuccessful project elements.
- Estimate the resources and participants needed to achieve project goals within established project timelines.
- Draft and submit budget proposals and recommend subsequent budget changes where necessary.
- Track and monitor project member time and associated costs, negotiate with other department managers for the acquisition of required personnel from within the County, and determine and assess the need for additional staff or consultants and make the appropriate recruitments during the project cycle.
- Manage projects from beginning to end and develop full-scale project plans and associated communications documents.
- Clearly communicate project roles, responsibilities, and expectations (within IMSD and with clients). Delegate tasks and responsibilities to appropriate personnel and track their progress. Escalate resource issues, as appropriate.
- Identify and resolve issues and conflicts within the project team.
- Identify and manage project dependencies and critical paths.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Coach, mentor, motivate, and supervise project team members and contractors and influence them to take positive action and accountability for their assigned work.
- Build, develop, and grow any business relationships vital to the success of the project.
- Work effectively in a matrix environment, develop a culture of collaboration, and actively participate in continuous improvement ideation and efforts to improve the IT PMO's maturity and capabilities.
- Perform all other duties as assigned.
Minimum Requirements: - Current resident of Wisconsin.
- Intermediate knowledge of project management software tools (e.g., Jira, etc.).
- Intermediate knowledge of Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Teams, etc.).
- Intermediate knowledge of project management techniques and methods.
- Associate Degree or higher in Information Technology, Engineering, Business, or a related field.
- At least five (5) years of Project Management experience.
- At least three (3) years of experience with supervising or managing a project or program.
- Willing and able to travel up to 10% of the time in the role.
Preferred Qualifications:- Project Management Institute (PMI) - Project Management Professional (PMP)
- Project Management Institute (PMI) - Program Management Professional (PgMP)
- Bachelor's Degree or higher in Information Technology, Engineering, Business, or a related field.
- Possession of a Valid Wisconsin Driver's License, able to be maintained throughout employment.
