Full Job Description
SAIC is seeking an experiencedIT Post-Award Contracts Program Management SETA to provide full-spectrum post-award contract execution and program management support. This role delivers critical post-award oversight, including contractor performance monitoring, financial analysis, risk mitigation, and coordination across government and contractor teams to our NRO's Communications Directorate customer. Qualified candidates must possess demonstrated acquisition and contracts experience and expertise, affording continuity of effort and value-added judgement on a full spectrum of post award contract management activities. Key Responsibilities: • Monitor contractor performance across cost, schedule, and technical baselines; identify variances and recommend corrective actions. • Support Contracting Officers and COTRs with modifications, funding actions, deliverable tracking, and compliance verification. • Support award fee activities, evaluate contractor performance, and prepare inputs for performance boards. • Track and review contract deliverables to ensure quality, timeliness, and alignment with program objectives. • Assess burn rates, EVM data, funding profiles, and financial limitations; provide recommendations to maintain program health. • Identify execution-phase risks and develop mitigation strategies for leadership review. • Track contractor schedules, milestones, and dependencies; highlight impacts to program timelines. • Prepare materials for program reviews, technical interchange meetings, and executive briefings. • Facilitate communication across PMs, COTRs, COs, and contractor teams to ensure alignment and timely issue resolution. • Provide expert recommendations to improve contract performance and streamline execution processes. Qualifications • TYPICAL EDUCATION AND EXPERIENCE: Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience • US Citizen with active TS/SCI + Polygraph • Demonstrated experience supporting post-award contract execution and program management. • Knowledge of IC/NRO COTR functions, contract oversight, and performance evaluation (e.g., "Conducting analysis and monitoring of requirements, performance metrics, financial limitations, and schedule of awarded contracts/programs."). • Government/commercial contracting / acquisition experience, DAWIA Certification in Contracting or Program Management. • Experience managing award fee contracts and preparing documentation for award board briefings. • Demonstrated ability to work in a fast paced, dynamic and agile environment. • Demonstrated ability to work in cross-functional teams. • Exceptional communication and coordination skills. • Effective interpersonal skills.
