This opportunity resides with Warfare Systems (WS), a business group within HII's Mission Technologies division. Warfare Systems comprises cyber and mission IT; electronic warfare; and C5ISR systems.

Summary

HII's Mission Technologies division is dedicated to delivering cutting-edge solutions that advance national security and defense objectives. This position is part of our Cyber and Intelligence division, which plays a critical role in supporting Enterprise-Level Security and Modernization efforts across IT infrastructure, cybersecurity, physical facilities, and personnel operations.

The selected candidate will contribute to a high-impact government program focused on enhancing and securing mission-critical systems and environments. Due to the classified nature of the mission and the sensitivity of the operational environment, an active TS/SCI security clearance will be required.

Manager Programs 2: $131,684 - $203,074

Manager Programs 3: $184,552 - $225,426

What you will do

The Portfolio Manager is responsible for the following activities:
  • Analyzing customer demands against the OCIO project portfolio and providing recommendations to align investments with organizational objectives
  • Pivoting delivery strategies in response to changing business or technological landscapes and resolving conflicting priorities
  • Developing and maintaining an integrated master schedule containing project milestones, major upgrades, end of life dates, and significant events
  • Establishing, implementing, and maturing project and programmatic processes and workflows that integrate with enterprise automation tools
  • Evaluating project compliance with established policies and providing recommendations to remediate deviations as needed
  • Developing, distributing, and maintaining project, governance, and programmatic documentation
  • Developing briefings and presenting metrics, reports, and statuses to OCIO senior leadership and IT stakeholders


What we are looking for

  • 4-8+ years experience with Bachelors in related field OR
  • 2-6+ years experience with Masters in related field OR
  • High School Diploma or equivalent and 8-12 years relevant progressive experience..
  • 6+ years of combined experience in enterprise governance, architecture/engineering, or project, program, or portfolio management
  • Demonstrated expertise leading diverse teams and projects, prioritizing, and assigning tasks, tracking, and reporting statuses, and maturing and optimizing processes
  • Analyzing technical and functional requirements
  • Managing multiple large-scale projects and delivering products in accordance with established schedules and budgets
  • Developing and maintaining technical documentation (processes, procedures, policies, workflows, roadmaps, project plans, etc.)
  • Excellent communication skills, both written and verbal, and skilled in presenting technical concepts to senior leadership/executive management
  • Active PMP (or equivalent) or ability to obtain certification within in 90 days of starting position
  • Active TS/SCI government security clearance required to start. Candidate must be willing and able to obtain and maintain a CI poly.


Preferred Requirements

  • PMP, ServiceNow Certified System Administrator (CSA), (CIS-ITSM), ITIL Foundation (V3 or V4), Certified Scrum Master, Advanced ITIL training or certifications.
  • Formal training or certification in agile methodologies, e.g., Scrum, SAFe, Kanban
