Overview

Join Keysight's Manufacturing Center of Excellence and play a pivotal role in shaping the future of global manufacturing operations. As the IT Operations Manager (Manufacturing Applications), you will lead the global team responsible for Manufacturing Execution Systems (MES), Manufacturing Data Systems (MDS), and the enterprise manufacturing applications that power production across Keysight's worldwide manufacturing sites.

This is far more than a traditional IT Operations leadership role. You will own the strategy, delivery, and operational excellence of mission-critical manufacturing applications, leading enterprise MES implementations, manufacturing modernization initiatives, and Factory of the Future programs that enable production, quality, automation, and digital transformation across the organization.

Partnering closely with manufacturing, engineering, operations, and IT leaders across the U.S., Penang, and India, you will oversee a portfolio of enterprise manufacturing applications while driving continuous improvement through automation, analytics, cloud technologies, AI, and modern DevOps practices. You'll lead globally distributed teams responsible for delivering reliable, scalable, and secure manufacturing systems that directly support production operations.

The ideal candidate is a hands-on technology leader with deep experience managing enterprise Manufacturing Execution Systems (MES), Manufacturing Applications, and large-scale manufacturing system implementations. Success in this role requires a unique combination of people leadership, manufacturing operations knowledge, technical depth, and program management experience, along with the ability to influence cross-functional teams and drive meaningful business outcomes across a global manufacturing organization.

Responsibilities

  • Lead global MES and MDS implementation, enhancement, and modernization initiatives across manufacturing sites, including new deployments, expansion programs, and ongoing operational support.
  • Build, lead, and develop globally distributed teams across the U.S., Penang, and India while overseeing vendor relationships and system integrator partnerships.
  • Drive operational excellence across MES and MDS platforms, ensuring reliable production support, effective release management, system performance, availability, and 24x7 operational support.
  • Lead DevOps teams supporting MES, AWS-based manufacturing applications, measurement analytics platforms, and test equipment calibration systems.
  • Partner with manufacturing, engineering, and business stakeholders to develop technology roadmaps, prioritize initiatives, and execute manufacturing digital transformation programs.
  • Lead manufacturing systems programs and projects from planning through execution, including roadmaps, budgets, resource planning, stakeholder engagement, risk management, and delivery milestones.
  • Champion automation, analytics, AI-driven solutions, and continuous improvement initiatives to improve manufacturing productivity, reduce downtime, and streamline operational processes.
  • Ensure compliance with security, data integrity, quality, and manufacturing governance standards across supported platforms and processes.
  • Resolve complex technical and business issues, align competing priorities, and drive cross-functional decision-making while maintaining strong governance and execution discipline.
  • Own vendor performance and commercial management, including contract governance, Statement of Work (SOW) development, execution oversight, and cost controls.

Qualifications

Required:
  • Bachelor's degree in Engineering, Computer Science, Information Technology, or a related field.
  • Typically 10+ years of experience supporting Manufacturing IT, Manufacturing Execution Systems (MES), Manufacturing Applications, or shop floor systems.
  • Demonstrated leadership of enterprise Manufacturing Execution Systems (MES) and Manufacturing Applications within large-scale manufacturing organizations.
  • Experience managing enterprise Manufacturing Applications teams responsible for production support, enhancements, upgrades, integrations, and 24x7 operations.
  • Hands-on experience leading enterprise MES implementations, deployments, and modernization initiatives.
  • Strong background managing enterprise Manufacturing Application portfolios rather than manufacturing infrastructure or analytics-focused environments.
  • Strong understanding of discrete electronics manufacturing processes, production operations, and manufacturing systems.
  • Experience leading application support and DevOps teams within a build-and-run operating model.
  • Demonstrated success working in global, cross-functional environments with strong stakeholder management and collaboration skills.
  • Proven people leadership experience as a first-line manager or supervisor, including leading globally distributed teams.
  • Strong leadership, communication, change management, and execution skills with the ability to influence technical and business stakeholders.
  • Experience leading complex manufacturing systems implementations and enterprise application deployments supported by strong project and program management capabilities.
  • Strong analytical, problem-solving, and strategic planning capabilities.


Desired Skills:
  • Experience with Siemens Opcenter MES strongly preferred; experience with Critical Manufacturing MES or other enterprise Manufacturing Execution Systems also highly valued.
  • Experience supporting AWS-hosted enterprise applications, cloud platforms, or manufacturing analytics solutions.
  • Knowledge of manufacturing data management, reporting, analytics, and AI/ML-driven process improvement initiatives.
  • Experience delivering projects using both Agile and Waterfall methodologies.

Pay Transparency

The level of role will be based on applicable experience, education, and skills. Most offers will be between the minimum and the midpoint of the Salary Range listed below.

Colorado Pay Range: Minimum $132,450 - Maximum $220,750
