As a IT Modernization Analyst, you will:
- Regularly analyze the use of Information Technology Modernization Initiative funds, to ensure they are being used effectively and to identify any potential issues.
- Track agency spending and forecast for the long-range implementation of Information Technology Modernization Initiatives.
- Develop policies and guidelines for productivity programs, plans, and/or procedures as an agency expert.
- Advise the Bureau of Information Services (BIS) senior management, CIO, and various officials on the financial management of the bureau's budget.
- Provide budgetary data to BIS management and Office of Administration-Acquisition Management regarding IT vendors by examining financial arrangements and reviewing cost studies to determine the most advantageous terms.
- Personally develop or oversee the development of detailed justifications for budget requests and object class expenses.
- Support the planning, coordination, and execution of special projects by scoping objectives, collecting and interpreting qualitative and quantitative data to assess root causes, analyzing complex issues, and developing practical, policy-aligned solutions.
- Support the review and analysis of policies, audit recommendations, and inspection findings by interpreting guidance, evaluating financial data and workflows to identify root causes, and assessing the effectiveness of current budget operations to determine needed improvements.

QualificationsMinimum Qualifications for GS-13 level:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service.
Specialized experience includes (1) Analyzing and forecasting the use of program funds by using and applying techniques to monitor indicators and identify trends and patterns to anticipate outcomes and inform decisions. (2) Use of advanced Microsoft Office tools such as Excel-based models that clearly show funds usage trends and program status and, PowerPoint briefings that translate complex analyses into clear recommendations for leadership. (3) Conducting assessments of effectiveness and operational efficiency to produce findings and recommendations. (4) Coordinating projects end-to end and presenting status results to leadership. (5) Designing data collection methods and leveraging automation systems to compile qualitative and quantitative data to produce reports that support trend identification and forecasting. (6) Solving complex issues through root-cause diagnoses and implementable solutions, and (7) reviewing and preparing contracts and detailed budget justifications.
Time-in grade-restrictions: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (52 weeks at the next lower grade level).
