The Air Force Civilian Service (AFCS) is looking for a full time Information Technology Specialist (Application Software/System Analysis) (GS-2210-13) to perform as a Knowledge Management Engineer, working at Headquarters NORAD/USNORTHCOM, on Peterson Space Force Base (SFB), in Colorado Springs, CO.
Salary ($109,246- $142,022) based on experience

The primary purpose of this position is: To serve as the North American Aerospace Defense Command and United States Northern Command (NORAD & USNORTHCOM) Knowledge Management Engineer. To standardize and harmonize implementation of knowledge management (KM) throughout the enterprise while providing the overarching vision and direction for the COCOM headquarters and subordinate organizations in four mission critical areas: decision superiority, information dominance, enhanced mission and organizational performance, and agile learning. This position functions as the technical expert to implement the Commands' KM vision including leveraging technology to achieve these four mission critical objectives.
Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
(NOTE: Typically, the 1-year probationary period is for Competitive Jobs, and 2-year trail period is for Excepted Jobs.)

Qualifications/Requirements:
U.S. Citizenships Required.
Must currently possess a "Secret" clearance with eligibility to obtain & maintain a "Top Secret/SCI" Security clearance.
This position is designated as a Drug Test Designated Position.
Incumbent must pass a medical/physical examination.
Must obtain and maintain an Information Assurance Workforce System Architect and Engineer (IASAE) Level II certification within 6-months of assigned duties.
This is a Mission Essential and Key Position; Active Guard and Reserve personnel may not be considered. Personnel on Ready Reserve status must be removed from status.
Expert knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.
Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future requirements.
Practical and Professional knowledge of a wide range of all the Services military and commercial technical Command, Control, Communications, and Computer methods, principles, and practices to include all DOD365-J applications.
Knowledge of knowledge management capabilities and employment to translate strategies into practical information technology solutions and develop knowledge sharing software applications that integrates agile operational data and information management capability.
Skill in software programming languages such as jQuery, JavaScript, and HTML to determine output formats, design applications, and software applications to be used to support information dominance.
HIGHLY DESIRED:
Certification as Knowledge Management Practitioner
A bachelor's degree or higher in a Science, Technology, Engineering, and Mathematics (STEM) related field.
