IT Delivery Project Specialist

ICF is seeking an IT Delivery Project Specialist to support our growing energy efficiency portfolio in the Western region. This role is ideal for someone with foundational experience supporting software, systems, or technology delivery efforts in a client-facing environment and who is ready to grow into broader project management responsibilities. The successful candidate will help coordinate IT delivery activities, support project planning and tracking, facilitate communication across technical and business teams, and contribute to high-quality solutions that support utility and energy efficiency programs. This position requires strong organization, follow-through, communication skills, and an interest in learning how to deliver technology projects in a fast-paced, matrixed environment. Occasional travel may be required.
What you will be doing:
- Support the delivery of software and IT implementation projects for utility and energy efficiency programs from planning through implementation and closeout
- Assist with developing and maintaining project plans, schedules, action item logs, status reports, and delivery milestones
- Support project budget tracking by helping monitor planned versus actual hours, reviewing budget status, identifying potential variances, and escalating concerns to project or program leadership
- Coordinate day-to-day activities across business, product, development, quality assurance, and client stakeholders to help keep work moving forward
- Track project scope, risks, issues, assumptions, dependencies, and change requests, escalating items as needed to project or program leadership
- Use Jira and related project delivery tools to track tasks, manage workflows, document updates, and monitor progress
- Support client and internal stakeholder communications by preparing meeting notes, status updates, follow-ups, and project documentation
- Assist with release coordination, implementation readiness, post-launch support, and lessons learned activities to support continuous improvement
What we need you to have (minimum qualifications):
- Bachelors degree in a related field (applicants can substitute one year of related experience for one year of education)
- 3+ years of experience managing IT or software delivery projects withdemonstratedaccountability for schedule, budget, scope, and risk
- 1+ years of experience managing multiple concurrent projects in a client-facing or matrixed environment while leading cross-functional teams across technical and business functions
- Working knowledge of software developmentlifecycle(SDLC) and experience supporting Agile, Waterfall, or hybrid delivery approaches
- Experience using project management and collaboration tools such as Jira, Microsoft Office, Excel, PowerPoint, and Visio
What we would like you to have:
- Exposure to software, systems implementation, configuration, or technology projects in the utility, energy, and/or energy efficiency sectors
- Ability to gather information, organize findings, and support analysis that informs practical project recommendations
- Foundational understanding of project budgets, including tracking hours, monitoring burn rates, identifying variances, and supporting budget-related status updates
- Experience working with vendors, subcontractors, or cross-functional delivery partners
- Exposure to release planning, implementation readiness, process improvement, or post-launch support activities
- Experience with proprietary platforms, SaaS solutions, system integrations, or configurable business applications
- Interest in learning how technology solutions support program delivery, client needs, and business growth

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$98,614.00 - $167,644.00
