Duties

  • You will serve as an IT CYBERSECURITY SPECIALIST (INFOSEC) in the PROCESS IMPROVEMENT (NAO4), NAVY AUTHORIZING OFFICIAL DIRECTORATE, OFFICE OF THE COMMANDER at U.S. Fleet Cyber Command (FCC).
  • You will apply IT technical and analytical expertise to execute authority as the cybersecurity Authorizing Official (AO) for all Navy collateral and GENSER TS and below networks and systems not under a Navy Functional Authorizing Official.
  • You will employ advanced knowledge of Navy IT system design and operations, along with proven skill in applying risk management processes such as the DoD Risk Management Framework (RMF).
  • You will support reviews of reciprocal authorization requests to deploy other Services' systems in the Navy environment and coordinate development and approval of cross Service AO to AO support agreements and MOUs.
  • You will oversee work in progress and provide technical and functional guidance to ensure consistent implementation of federal regulations and DoD, Navy, and NAO policies governing the DoD RMF.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 611, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.


Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Recording patterns of recurrent conditions or combinations of conditions that contribute to exploitable weaknesses in an IT asset.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Alerts and advises customers of issues and changes, such as changes in higher echelon policy, processes, and standards, or availability of new security assessment methods and tools,

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Assessing and advising superiors regarding the compatibility and interoperability of cybersecurity programs, services, and protection mechanisms.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Conducting comprehensive review of the Assessment and Authorization (A&A) package to perform assessment of residual risk and advise whether the risk is acceptable.

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:

-Experience performing detailed analyses of software and firmware to determine the adequacy of safeguards.

-Experience assessing effects associated with of implementation of approved risk management plans on the security and integrity of assigned customers' IT assets throughout the system life cycle.

-Experience managing available personnel assets to concurrently make headway on high-priority projects, and support emergent special projects.

-Experience identifying and assessing vulnerabilities, weaknesses, and potential shortfalls in terms of confidentiality, integrity, and availability of IT assets and associated data

This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG-2210-13.
