Summary

You will serve as the GG-13 Insider Threat Analyst for NIA N73 (Navy Element, DON Insider Threat Analytic Hub) developing and implementing comprehensive trends analysis to deter, detect, and mitigate threats to Navy personnel, operations, activities, information and facilities. This position is located in Arlington, VA in the NAVAL INTELLIGENCE ACTIVITY.

  • You will conduct insider threat risk assessments and develop insider threat analytic products, ensuring timely reporting and referral of insider threat information.
  • You will utilize counterintelligence, security, cybersecurity, law enforcement, and all-source/multi-source intelligence analysis to identify anomalous behavior indicative of a threat.
  • You will ensure timely reporting and referral of insider threat information to enable effective response and mitigation by command and investigative authorities.
  • You will serve as a Security SME and support teams or projects concerned with the collection, review, interpretation, correlation, and analysis of applicable data sources for insider threat risk analysis.
  • You will prepare and conduct presentations such as briefings, training sessions, consultations, and strategy sessions to ensure resolution of insider threat-related matters.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position is eligible for ad-hoc/situational telework at the discretion of management.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as the following:

1. Participating in a DoD or Department of the Navy Insider Threat, Counterintelligence, Security, or Cybersecurity program, including risk management, policy implementation, and mission execution.

2. Providing guidance to civilian, military, and/or contractor personnel, managing operations, establishing priorities, evaluating performance, and ensuring mission readiness.

3. Analyzing multi-source information to identify insider threats, develop risk mitigation strategies, and coordinate with various Commands/Organizations, i.e. NCIS, DCSA, DITMAC, HR, legal, and other mission partners.

AND 4. Advising senior leadership, developing policy and operational guidance, and delivering executive-level briefings and written products that support enterprise decision-making.
