The Opportunity:

CACI is currently seeking an International Senior Program Analyst to support the Program Executive Office (PEO) for Aircraft Carriers in Washington, DC. The International Senior Program Analyst will provide direct support to the US-IN Joint Working Group on Aircraft Carrier Technology Cooperation, with the goal of enhancing the US-IN partnership in aircraft carrier technologies and methodologies up to the preliminary design phase. Key responsibilities include managing responses to information requests, ensuring compliance with existing exchange agreements and policies, drafting and maintaining meeting minutes from joint discussions, and leading the planning and logistics for all in-person engagements, both within the Continental United States (CONUS) and outside CONUS (OCONUS).

Responsibilities:

As directed by the PEO Aircraft Carriers, assistance will be provided to facilitate development efforts for Foreign Military Sales cases, responses to letters of request for pricing and availability as well as letter of request for letter of offer and acceptance. This includes consolidation of inputs, foreign disclosure approvals and maintaining records for tracking on government approved repository.
  • Assist with the development of overall FMS Case & Data Exchange Agreement (DEA) documentation
  • Coordinate action item responses from the PEO Carriers and its stakeholders
  • Interface with 05V personnel to monitor and resolve open action items
  • Provide support (process foreign visit requests, escort for demonstrations, etc.) to requested foreign visits to the US in support of specific potential FMS program or in anticipation of LOR development.
  • Track all released deliverables in an approved network location.
  • Coordinate visits both CONUS and OCONUS to include agendas, transportation, lodging, and required documentation for travel.
  • Support efforts to help develop requirements, country team assessment, and COCOM endorsements while in country.
  • Efforts include defense article and training need discussions with international partners, escorting contractors to meetings with partners, etc.
  • Prepare all read ahead materials for briefs and presentations.
  • Develop meeting agendas and after meeting minutes.
  • Develop and monitor overarching budget profile for NAVSEA support to the Future French Carrier Working Group.
  • Develop point papers, coordinate PEO responses, and consolidate inputs for briefs and reports as they apply to the Future French Carrier Program (FFC).
  • In response to foreign partner's or COCOM's request, work with industry to support a specific FMS opportunity or to draft and monitor the Pricing & Availability (P&A) through execution of the Letter of Offer and Acceptance.
  • Support development of policy & FMS guidelines.
  • Track all deliverables from industry and program offices related to the FFC.


Qualifications:
  • A Bachelor of Arts degree in international studies, political sciences, or a related field is required. A Master's degree is preferred, but not mandatory.
  • Applicants should have a minimum of seven to ten years of relevant Foreign Military Sales (FMS) experience. Having more than ten years of experience is desirable.
  • Strong proficiency in Microsoft Office (SharePoint) products is essential for this role.
  • Excellent organizational abilities are required to effectively manage tasks and responsibilities.
  • The candidate must demonstrate a business process-oriented mindset.
  • Direct experience in Foreign Military Sales is required.
  • Experience with Naval Correspondence.
  • NAVSEA and/or PEO Carriers experience.
  • Desires Planning and Coordination.
  • Record Management experience.
  • Program Management experience.
  • Active Secret Clearance
