Responsibilities
Noblis is seeking an experienced
Instructional Systems Designer to support critical national security missions in
Springfield, VA.Responsibilities include:- Collaborate with subject matter experts, scientists, and clients to identify learning requirements and recommend effective training solutions.
- Design learner-centered synchronous, asynchronous, and performance support materials to improve workforce performance.
- Apply instructional design methodologies, including ADDIE and SAM, to develop engaging and interactive learning experiences.
- Partner with stakeholders to gather requirements, solicit feedback, and incorporate innovative learning delivery approaches throughout the development process.
- Conduct regular stakeholder meetings to ensure learning solutions align with mission objectives and user needs.
- Evaluate training effectiveness using the Kirkpatrick Model and other assessment methodologies.
- Analyze learning outcomes and implement continuous improvements to enhance training effectiveness.
- Develop instructional solutions that maximize learner performance while minimizing time away from mission-critical responsibilities.
- Support Intelligence Community clients by creating impactful learning experiences that improve mission effectiveness.
- Contribute innovative instructional design strategies that enhance organizational learning and operational readiness.
Required Qualifications
- US Citizenship is required.
- Active TS/SCI clearance with the ability to obtain a CI Polygraph
- Requires a Bachelor's degree with 8+ years of experience OR Master's degree with 6+ years of experience OR Ph.D. with 4+ years of experience OR Associate's degree with 11+ years of experience OR High school diploma/GED with 14 years of experience
- Experience conducting detailed training and/or job/task analyses
- Experience collaborating with subject matter experts (SMEs) and clients to develop learning solutions
- Experience designing products that comply with Section 508 accessibility standards
- Experience working as part of a multidisciplinary team of instructional designers, graphic artists, and programmers in a client-focused consulting environment
- Experience developing learning solutions for Intelligence Community (IC) agencies
- Experience designing and developing SCORM-conformant eLearning content
- Hands-on experience with multiple rapid development tools, such as Adobe Presenter, Adobe Captivate, and Articulate.
Desired Qualifications
- Strong written and verbal communication skills
- Familiarity with generative AI productivity tools for content drafting, brainstorming, and streamlining routine tasks
- Ability to develop effective AI prompts to generate storyboard drafts, assessments, learner scenarios, content outlines, and other instructional materials
- Comfortable navigating ambiguity and balancing competing priorities
- Flexibility to manage multiple priorities and adjust schedules as needed
- Strong attention to detail
- Demonstrated ability to effectively lead diverse teams through end-to-end project delivery
- Active TS/SCI with CI polygraph

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
