Job Description

The Department of Management (DOM), Division of Information Technology (DoIT) is seeking an Information Technology Enterprise Expert - Enterprise Project Director to join our team!

This critical role will play a central and highly visible part in leading major statewide initiatives with high impact on public services. You will be asked to take your project management and leadership skills to the next level as you navigate all aspects of complex, enterprise-level IT project implementations, from RFP and contract negotiation to successful implementation.
Key Responsibilities:
  • Lead capacity analysis and planning to determine enterprise, agency, and statewide technology needs, with a focus on future-proofing and continuous improvement.
  • Assess new industry directions and evaluate new technologies, products, and methods for potential integration into ongoing and upcoming projects.
  • Contribute to the strategic planning activities for the agency and division, ensuring alignment with DOM DoIT's long-term vision, and assist in developing operational plans to execute this vision.
  • Design and govern complex technology implementations for high-risk, high-impact statewide initiatives, ensuring robust project governance and collaboration across technical and business stakeholders.
  • Oversee the creation of RFPs (Requests for Proposals), feasibility studies, and decision packages for high-visibility IT initiatives affecting multiple agencies and the broader enterprise.
  • Define and implement IT policies and strategies for data governance, overseeing project charters, cost/benefit analyses, and RFP processes for major technology systems.
  • Monitor statewide trends to recommend and implement improvements and efficiencies in system performance.
  • Collaborate with state agencies to develop new IT system solutions and enhancements to include not just technology improvements, but also people and process improvements, supporting the agency's future goals and ultimately improving the citizen experience.
  • Lead, train, and mentor project teams, ensuring work is completed on schedule, within budget, and to expected standards. Provide guidance to Business Management and Project Management Office (PMO) teams to manage project tasks and procurement activities.
  • Identify, track, and manage project-related risks, scope changes, and issues, ensuring timely resolution and communication of project status and contingencies.

Working Arrangement:

This position requires onsite work in Des Moines, IA each week. Employees meeting all expectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.
Please note, candidates for this position must reside in the state of Iowa at the time of starting the role.

OR

955 Business Application Processes:
  • 6 months experience, 12 semester hours, or a combination of both including:
  • Ability to coordinate people and resources required to accomplish objectives without use of supervisory authority
  • Ability to solve program administrative and service delivery problems requiring evaluation of information from a variety of sources with few precedents
  • Knowledge of information systems, developments, and applications, including the ability to analyze and convert work processes to computer applications
  • Familiarity with connecting business requirements established by management with the services and capabilities deployed with information technology services
  • Essential business processes that use or can use information technology applications
  • Analysis of existing business processes and creating or modifying that process in an automated structure or framework
  • Knowledge of the process of transforming business processes that have been defined into a usable application through which the end user can easily access information

737 Information Technology Project Management
A minimum of 6 months experience, 12 semester hours, or a combination of both, where the applicant has received training in or been in charge of information technology projects that included some or all of the following:
  • Coordinating professional, paraprofessional, and technical personnel involved in the development of new and/or maintenance and operation of existing information technology systems;
  • Responsible for multiple business and/or computer applications through the development and support phases;
  • Initiates in systems analysis studies;
  • Evaluates overall and individual work performance to determine effectiveness in providing quality products within time and cost restraints; Prepares or reviews written and oral reports of proposed information technology systems;
  • Directs applications systems planning and budgeting, and acquisition and acceptance of new equipment for the department;
  • Monitors time and dollar expenditures to ensure projects and budgets meet established targets;
  • Reviews computer programming techniques and computer usage to ensure efficient and effective procedures are utilized;
  • Develops analysis and programming guidelines and documentation standards;
  • Evaluates and makes recommendations for needed project team and/or customer training;
  • Reviews the designs of computer applications to ensure that all requirements are satisfied;
  • Reconciles conflicts within and between staff regarding resources, deadlines, and standards;
  • Writes periodic progress, project status and problems resolution reports for management review.
Coursework or experience limited to straight computer programming, systems analysis, or web development is not applicable; the applicant must have education or experience aimed at project management where the applicant was the primary party responsible for the project. The applicant may have also performed other duties or supervised other staff but that is not required as long as the applicant was in charge of managing the information technology project or have taken coursework concerned with managing information technology projects.
Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

2) All of the following (a and b):
a. Five years of full-time work experience in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment; and
b. One of the following (i or ii):
i. Twenty-four semester hours of accredited post-high-school course work in one of the specialty areas listed in part a; or
ii. Certification from an authorized educational institution or a major computer/software producer in an area directly related to one of the specialty areas listed in part a.
