JOB SUMMARY:The Director of Product is responsible for scaling product management capability across core health plan value streams. This role will oversee product strategy, strengthen Product Owner capability, and ensure product investments are clearly connected to business, regulatory, member, provider, and operational outcomes.
KEY RESPONSIBILITIES:- Oversee the Product Owner community across value streams by establishing product management standards, building product capabilities and driving consistent operating discipline across teams.
- Serve as the senior product leadership representative; align business objectives, member and provider needs, regulatory requirements, and technology execution to deliver measurable product outcomes.
- Scale and mature product operating models by strengthening backlog management, clarifying Product Owner decision authority, enhancing discovery practices, improving roadmap management and advancing the organization's transition from project-based to product-based delivery.
- Develop and scale product leadership capabilities by coaching and mentoring Product Owners in discovery practices, backlog prioritization, stakeholder engagement, roadmap communication and outcome-driven decision-making.
- Oversee product strategy and prioritization decisions across health plan core functions, including eligibility, claims, enrollment, care management, HEDIS and CMS regulatory requirements.
- Oversee the ownership of roadmap and delivery commitments; communicate status, drive disciplined follow-through, escalate early and close the loop with stakeholders.
- Advance data as a strategic product capability; partner with Data Engineering and Architecture to build data products, govern data quality and connect analytics to business outcomes in support of the organization's AI and data platform strategy.
- Reinforce agile delivery discipline across value streams, including sprint ceremonies, backlog refinement and definition of ready/done.
- Create executive visibility into product portfolio health, roadmap progress, delivery risks, priorities, tradeoffs and Product Owner development for IT and business leadership.
- Perform other job-related duties as required or assigned.
QUALIFICATIONS:- Demonstrated experience operating within a product-led organization, including ownership of outcomes, roadmaps, prioritization decisions, and discovery practices within an established product operating model.
- Knowledge in a healthcare payer or health plan product management.
- Familiarity with payer core administrative systems (QNXT, Amisys, or comparable payer systems).
- Working knowledge of eligibility, claims, enrollment, care management, HEDIS, CMS regulatory requirements, and value-based care contracting.
- Proven ability to coach and develop product talent, raise the effectiveness of Product Owners, and scale consistent product practices across teams.
- Ability to operate as a strategic partner to senior business and technology leaders by leveraging executive presence and business acumen.
- Understanding of data as a product capability, including building data products, governing data quality as a product discipline, and connecting analytics to business outcomes.
- Ability to lead through a demanding, deadline-driven environment with fixed regulatory deadlines, HEDIS seasons, and eligibility run cycles without sacrificing strategic focus.
- Ability to drive commitments to completion, communicating proactively, and close the loop.
- Ability to work directly in the backlog, discovery, and roadmap artifacts rather than operating at a strategic remove.
- Hands-on fluency with product and delivery tooling such as Jira, including the ability to inspect backlog structure, epic/story hierarchy, workflows, and reporting to reinforce disciplined ways of working.
- Working knowledge of Azure and Azure DevOps, along with demonstrated fluency evaluating and applying AI/generative-AI capabilities within product, data, and delivery workflows.
- Successful completion of Health Care Sanctions background check.
EDUCATION/EXPERIENCE:- Bachelor's degree in Business, Health Administration, Information Systems, or related field (or equivalent experience).
- A minimum of eight years of product management experience, including three or more years in a product leadership role overseeing other product managers or product owners.
- Direct healthcare payer/health plan product management experience required, including exposure to a payer core administrative system (QNXT, Amisys, or comparable payer systems).
- Experience leading a product team through a project-to-product transformation preferred.
- Value-based care, risk adjustment, or Medicare/Medicaid program administration experience preferred.
- Familiarity with agile delivery at scale, including Scaled Agile Framework (SAFe) or equivalent, sprint ceremonies, backlog refinement, and definition of ready/done.
