In this role, you will guide a talented group of software developers, ensuring efficient delivery of innovative technology solutions that support agency goals and statewide initiatives. What You Will Do- Lead daily operations of the Development team to ensure efficient, effective support, maintenance, and delivery of new and existing applications and services aligned with DOM goals.
- Supervise the full range of IT classifications, providing clear expectations, coaching, and accountability for performance, integrity, and customer service.
- Own workforce planning and staffing cycles-secure approvals, recruit, hire, onboard, and train staff; coordinate contractors as needed to meet capacity and skill demands.
- Conduct timely performance evaluations, set achievable, measurable goals, and provide ongoing feedback, guidance, and development plans to foster growth and a supportive culture.
- Administer personnel policies and procedures-approve leave, manage grievances, and ensure adherence to DAS and DOM Employee/Supervisory Handbooks and the AFSCME Union Contract.
- Establish regular communication rhythms-hold recurring 1:1s and team meetings; maintain open, transparent communication to align priorities and resolve issues promptly.
- Execute the strategic program plan-translate DOM DoIT leadership goals, objectives, policies, and procedures into actionable plans and track execution to outcomes.
- Optimize coordination and process adherence-implement and enforce updated policies, procedures, standards, and development best practices; keep staff informed of organizational objectives.
- Manage resources and project delivery-determine technical resource needs, assign staff to initiatives, monitor progress, and ensure on-time, on-budget delivery under leadership direction.
- Champion security and compliance-ensure solutions meet federal, state, and DOM DoIT data security requirements and standards; maintain audit-ready documentation.
- Cultivate stakeholder partnerships-maintain professional relationships with DOM/agency teams (SMEs, BAs, QA, data, infrastructure, vendors), enabling cross-functional alignment and smooth delivery.
- Drive continuous improvement and fiscal stewardship-promote process re-engineering, provide feedback to leadership on budgets/demand/pricing, and evaluate vendor/contract resources to improve efficiency and cost-effectiveness.

Working ArrangementThis position requires onsite work in Des Moines, IA each week. Employees meeting
all expectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

Minimum Qualification Requirements Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to six years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security, which included two years of management experience.
2) All of the following (a, b, and c):
a. One year of full-time work experience in information technology; and
b. Two years education from an accredited college or university with coursework in any field; and
c. Six years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security, which included two years of management experience.
3) All of the following (a, b, and c):
a. Five years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security, which included two years of management experience; and
b. Graduation from an accredited four-year college or university with a degree in any field; and
c. A total of one year of graduate-level education, where twenty-four semester hours of accredited graduate college or university coursework in computer science or management information systems equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes thirty months of full-time work as an Information Technology Specialist 4.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as an Information Technology Specialist 5.
6) Current, continuous experience in the state executive branch that includes one year of full-time work as an Information Technology Administrator 1.
