Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for planning, developing, implementing and executing multiple security programs designed primarily to protect national security against multiple threats such as unauthorized disclosure of classified information to foreign governments, unauthorized release of Classified Military Information (CMI) and Controlled Unclassified Information (CUI) and espionage.

As a INFORMATION SECURITY SPECIALIST (DISCLOSURE) at the GS-0080-14 some of your typical work assignments may include:

• Developing, coordinating, monitoring, and evaluating the status of the Component programs at all Joint Staff locations.
• Receiving, analyzing, and responding to all actions and requests for foreign disclosure sent to the Joint Staff.
• Coordinating with Foreign Disclosure Officers at Combatant Commands and Military Services to ensure consistency of policy application and development of improvements or enhancements to foreign disclosure practices and procedures.
• Providing expert advice to the Chairman, Vice Chairman, Directors, Vice Directors, and Joint Staff personnel regarding National Disclosure Policy requirements.
• Conducting special studies, research and evaluations such as business case analysis, cost/benefit analysis and risk
  analysis to improve policies and techniques in order to gain cost efficiencies and increased operational effectiveness of Joint Staff Foreign Disclosure and Foreign Visits.

• Security: Employee must obtain/maintain a Special Sensitive (Top Secret/SCI) security clearance.
• Incumbent must perform occasional travel away from the normal duty station and must be willing and able to travel on military and commercial aircraft, vessels, and/or vehicles.
• A non-disclosure statement must be signed for access to Classified National Security Information and for access to Joint Staff OPSEC program information.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 13 grade level in the Federal service:

• Leading policy development for foreign disclosure and foreign visits.
• Serving as the technical authority on the disclosure of classified military information to foreign governments and international organizations.
• Applying expert knowledge of federal laws, Executive Orders, Homeland Security Presidential Directives, Intelligence Community Directives, and DoD and other federal and military technical standards governing foreign disclosure programs and policy requirements to develop and provide policy guidance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
