Full Job Description
Everforth ECS is seeking an Information & Knowledge Manager SME to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.

The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
• The Information & Knowledge Manager SME serves as the senior architect and operator of WDP Core Integration's enterprise knowledge management and customer relationship intelligence functions across all classification tiers. This role integrates advanced information architecture, strategic communications, and stakeholder analytics to strengthen WDP's mission alignment, expand platform awareness, and translate customer insights into actionable portfolio improvements.
• Architects and operates an automated customer relationship knowledge system supporting War Data Platform (WDP) Core Integration operations across Unclassified and NIPR, Secret and SIPR, and Top Secret and JWICS environments.
• Designs relational data models, workflow engines, and structured repositories using platforms such as SharePoint, Confluence, ServiceNow, and customer analytics dashboards to catalogue all WDP Core Integration user groups, usage patterns, service interactions, and historical engagement records.
• Builds an enterprise database that captures mission use cases, data consumption behaviors, operational concerns, and future capability requests from Combatant Commands, Joint Staff elements, Senior Executive Service leaders, interagency partners, and coalition users.
• Develops periodic engagement tracking mechanisms that measure outreach frequency, stakeholder responsiveness, sentiment trends, and user-experience indicators to improve WDP Core Integration's interface, service availability, and mission alignment.
• Produces a strategic communications plan detailing required artifacts-including technical briefs, videos, digital slick sheets, automated notifications, and physical distribution packages-to expand awareness of WDP Core Integration offerings across all security domains.
• Implements feedback collection channels using automated forms, web-based survey tools, and structured service request workflows to capture operational deficiencies and enhancement proposals for validation through Program Management governance.
• Leads cross-functional information-management teams in each security domain to intake customer pain points, consolidate requirements, and translate operational insights into actionable improvements.
• Delivers analytic summaries, communications products, and knowledge-management artifacts that strengthen customer relationships, guide portfolio decisions, and reinforce WDP Core Integration's enterprise value.
• Performs other duties as assigned.
• Current Secret security clearance.
• A minimum of 12 years of experience in knowledge management, enterprise information architecture, strategic communications, or a closely related discipline within a federal, defense, or intelligence community environment.
• Demonstrated experience designing and operating enterprise knowledge management systems and customer relationship databases using platforms such as SharePoint, Confluence, or ServiceNow, including the development of relational data models, structured repositories, and analytics dashboards.
• Proven ability to develop and execute strategic communications plans for complex government or defense programs, including the production of multi-format deliverables distributed across classified and unclassified networks.
• Experience leading cross-functional teams and managing stakeholder engagement activities with senior government leaders, including Combatant Commands, Joint Staff directorates, Senior Executive Service officials, and interagency or coalition partners.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
