Overview

The Operational Systems Directorate (OSD) leads delivery of PNNL's 10-year, $1.2 billion campus construction portfolio- the single largest construction and modernization effort in the Laboratory's history. OSD oversees operations and facility services, maintenance, and infrastructure planning.

A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL's assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.

The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.

The mission of the Environment, Health, Safety and Security (EHS&S) Division is to minimize risks, assure compliance with regulatory standards, and promote a culture of safety, health, and environmental stewardship.

EHS&S focuses on reducing environmental impact, promoting employee health, preventing workplace incidents, and safeguarding physical and information security. Core functions include risk assessment, safety training, environmental stewardship, health monitoring, emergency preparedness, and implementing security measures. EHS&S fosters a culture of safety, maintainability, and continuous improvement, ensuring operational efficiency, regulatory compliance, and long-term organizational resilience.

Responsibilities

Develops and implements programs, policies and procedures for hazard evaluation and monitoring to prevent or minimize staff exposures to chemical, physical, ergonomic and biological exposures that may result in occupationally-related illnesses and disease. Illustrative program areas include but are not limited to electrical, industrial hygiene, pressure, ventilation, human factors, chemical and biological safety, construction and commercial motor vehicle safety. The professional monitors potential hazards and assists in developing and implementing control strategies. Periodically reviews the organizations health and safety standards in accordance with OSHA and state regulations and contractual requirements. Ensures that quality control procedures are implemented according to applicable regulations. Maintains professional knowledge of existing and proposed changes in applicable health and safety regulations. Provides expert knowledge of diverse chemical, physical, ergonomic and biological hazards. Makes recommendations and presentations based on accepted industrial hygiene scientific methodology. Develops and conducts employee training, hazardous materials communications and quality assurance programs. Provides industrial hygiene leadership to the organization. Responsible for evaluating and approving material and equipment requisition, new and modified processes and non-routine work. Provides leadership to less experienced professionals through work assignments and mentoring and acts as a Team Lead or technical expert on projects.

The primary duties of the incumbent will be to:

• Serve as the worker safety and health and industrial hygienist supporting research activities
• Identify, evaluate, and control chemical, biological, and physical health hazards in laboratory and outdoor environments within the framework of DOE and PNNL requirements
• Knowledge of occupational safety and industrial hygiene principles
• Professional knowledge of industrial hygiene principles, practices, standards, sampling techniques, instrumentation, and control measures
• Conduct inspections, exposure monitoring, surveys, and studies related to laboratory research and ensure accurate completion of comprehensive technical reports and exposure documentation
• Perform industrial hygiene sampling, analyze data, interpret results, and develop recommendations to mitigate occupational health risks
• Develop and recommend effective control measures, work practice changes, and exposure mitigation strategies
• Responsible for acting as central point-of-contact for resolution of occupational S&H related issues
• Influence safety by partnering with operations and staff on identifying solutions
• Respond to employee concerns

• Collaborate on unique research hazards to identify hazards and controls

• Must be able to qualify as a Radiological Worker and beryllium worker for entry into radiological and beryllium-controlled areas at PNNL.

Qualifications

Minimum Qualifications:

• BS/BA in Industrial Hygiene, Occupational Health Sciences, or a related field of study and 5+ years of relevant work experience conducting industrial hygiene surveys and exposure assessments -OR-
• MS/MA in Industrial Hygiene, Occupational Health Sciences, or a related field of study and 3+ years of relevant work experience conducting industrial hygiene surveys and exposure assessments.

Preferred Qualifications:

• Experience in implementing both Industrial Hygiene and Occupational Safety programmatic areas from 10 CFR 851.
• Experience and knowledge of facility infrastructure and corresponding safety concerns.
• Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis/exposure assessment activities.
• Knowledge and ability to use advanced information system capabilities for gathering data.
• Familiarity with computers, Window, MS Office, and the use of the Internet.

Hazardous Working Conditions/Environment

• The incumbent may occasionally perform work with radioactive materials or be in the vicinity of radiation fields and may be involved with emergency response activities.
• The incumbent may also receive minimal exposure to workplace hazards, including toxic chemicals, noise, lasers, magnetic fields and microwaves.
• The incumbent will also work in laboratories, around maintenance and construction activities and may be exposed to various physical hazards such as moving machinery, guns, cranes, ladders, scaffolds, etc.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

A security clearance background investigation includes review of your employment, education, financial, and criminal history, as well as interviews with you and your personal references, neighbors, and co-workers to determine trustworthiness, reliability, and loyalty to the United States. The investigation also examines your foreign connections, drug and alcohol use, foreign influence, and overall conduct.

• Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
• Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
