DescriptionThe Human Resources Manager is a valued member of the City of Stillwater's Senior Leadership Team, providing leadership and professional expertise in the planning, administration, and coordination of the City's Human Resources Division. This position works collaboratively with the City Administrator, department leaders, and employees to support organizational goals through effective human resource programs, policies, and services.
The Human Resources Manager is responsible for the administration and oversight of a broad range of human resource functions, including labor relations, classification and compensation, recruitment and selection, employee relations, performance management, policy and procedure development, training and professional development, employee wellness initiatives, HR records and systems management, and strategic workforce planning. The position also ensures compliance with applicable employment laws and regulations while fostering a positive, inclusive, and high-performing workplace culture.
Examples of Duties The essential functions of the position include, but are not limited to the following:
- Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention and labor relations.
- Supports the City Administrator in providing administrative oversight to the City in relation to human resource functions.
- Responsible for the regulatory compliance activities as related to employment and labor law generally; and specifically Pay Equity, COBRA, Affirmative Action, ADA, FLSA, FMLA, PFML and PELRA.
- Makes presentations to City Council on Human Resources items.
- Manages recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
- Testifies in administrative or court proceedings regarding investigations conducted, disciplinary actions, and/or interpretation/implementation of City policies and procedures.
- Manages the administration of the employee performance evaluation system .
- Assists supervisory personnel with performance management functions; advises on coaching and counseling strategies; develops performance improvement plans (PIPs); assists in completion of performance evaluations. Coordinates disciplinary process with City Administrator, department heads and supervisors.
- Provides counseling to employees regarding work-related issues.
- Manages the administration of the City's classification system, including the development and revision of job descriptions and evaluation and placement of positions within classifications.
- Assists supervisors, managers, and directors in resolving complex, sensitive human resources problems.
- Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
- Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
- Employee wellness program - Conduct assessments and surveys to identify employee wellness needs and preferences. Create and deliver engaging wellness events, workshops and seminars on various topics related to community, social, career/purpose, physical and financial wellness.
- Accomplishes special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; evaluating milestone accomplishments; evaluating optional courses of action; changing assumptions and direction.
- Develops organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
- Provides planning leadership and direction and develops short- and long-range plans, goals, and objectives for assigned operations and assists departments in the development of their staffing plans
- Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances
- Adheres to the confidentiality standards.
- Maintains job knowledge through continued professional development.
- Resolves grievances and other sensitive human resources matters.
- Assist and participates in the research for labor negotiations, reviews proposals, writes recommendations for contract and policy development, and participates as a member of the negotiation team.
- Provides for ongoing labor contract administration and interpretation for union members and business agents as well as supervisors.
- Assists in the preparation of grievance settlement documentation and ensures accurate records of grievances.
- Serves as the Human Resources representative to boards, commissions, task forces and committees on behalf of the City Administrator's Office (i.e., Labor Management Committees and Insurance Committee).
- Administers an effective internal safety program with Safety Consultant to meet OSHA compliance.
- Administers the City's Worker's Compensation program.
- Maintain personnel, medical, workers compensation records in Laserfiche Management System pursuant to the City's Records Retention Policy.
- Coordinates payroll activities with the Finance Department.
- Provides HR consulting services to the Library, as requested.
- Performs other related duties as assigned.

Typical Qualifications Minimum Qualifications:Education
- Bachelor's degree in Human Resource Management, Industrial Relations, Public or Business Administration, Psychology or related field.
Experience
- Five to seven (5-7) years of experience in Human Resources Administration.
Desired Qualifications:Education
- Master's degree in Human Resource Management, Industrial Relations, Public or Business Administration, Psychology or related field.
- Certification as a Professional or Senior Professional in Human Resources, SHRM Senior Certified Professional, or IPMA-SCP.
Experience
- Five to seven (5-7) years of experience interpreting and administering labor contracts.
- Experienced NEOGOV software administrator.
Knowledge, Abilities and Skills
- Extensive knowledge of principles, practices, and techniques of public personnel administration and human resources management
- Thorough knowledge of Human Resources techniques utilized in employee relations, discipline, recruitment, job classification, job analysis, record-keeping, labor relations, and training
- Knowledge of principles, practices, and techniques of public sector human resources administration and management, personnel files, and records management
- Knowledge of application and interpretation of Federal, state, and local laws, regulations, codes, ordinances, and legal precedents governing human resources administration, labor relations, and civil rights

- Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues

Supplemental Information ComplexityIn addition to work that requires many different processes and methods, work also demands great depth of analysis to identify the nature and extent of problems, develop new methods, and deal with many variables including some that are unclear or conflicting.
