Air Force Materiel Command (AFMC) is looking for a Full-time Management Analyst (NH-0343-03) to work in the Air Force Sustainment Center (AFSC), at Tinker Air Force Base located in Oklahoma City, Oklahoma. Apply now!!! 2026 Salary Range ($89,508 - $138,370) yearly w/ locality Job Open Date: 8/25/2026 Job Close Date: 9/1/2026 Who may apply: Current Air Force Sustainment Center (AFSC) federal employees The primary purpose of this position is to serve as a Human Resources Liaison (HRL) responsible for conducting organizational and HR process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, work processes and provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency and resource savings. Project lead/manager duties will cross utilize other functional areas involving other staff as dictated by the size and scope of the project/study. Provides management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates, and monitors Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units. Utilizes independent judgment and expertise to provide senior leadership, commanders, managers, supervisors and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel. Provides human resources support inclusive of Manpower, Personnel, EEO, Awards, Telework, Career Broadening, Civilian Performance and Appraisals, Civilian Employment Plan (CEP). Maintains manpower authorizations, end strength and work year execution to include realignments and manpower authorization changes. Works as a liaison with the local Civilian Personnel Office (CPO), AFSC Center Senior Functional Offices (CSFO), and Air Force Personnel Center (AFPC) when initiating personnel actions and selections IAW federal laws, HAF, AFMC and Center directives/processes Serves as Wing focal point for local Union negotiations and the local EEO Programs in accordance with local MLA supplements. Making sure all transactions are in accordance with local installation guidance and directives. Requirements: Obtain & maintain a security clearance May be required to travel to perform temporary duty May have extended/other than normal duty hours Current AFSC federal employees must have at least 52 weeks specialized HRL experience at the next lower broadband NH-02 equivalent to grade GS-11 or equivalent in other pay systems. Specialized experience is experience encompassing a range of HRL tasks that includes utilizing DCPDS, Business Objects, CHRIS, and other technologies and business practices required to manage personnel and positions. Knowledge, Skills, and Abilities (KSA): 1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 4. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 5. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
