Full Job Description
Position is contingent upon contract award.

Summary:

We are looking for an HRIS Specialist to administer and configure federal HR systems (HRIS, talent acquisition, performance, learning, benefits, time/attendance), manage user access and system support, and ensure compliance with federal regulatory requirements. This role also leads system enhancements, new implementations, and staff training to support HR operations.

Duties & Responsibilities:

System Administration & Configuration
  • Administer HR systems (e.g., HRIS, talent acquisition, performance, learning, benefits, time/attendance) including configuration, table maintenance, and workflow/business rule setup.
  • Maintain system templates, permissions, etc., and ensure alignment with federal HR policies.
  • Perform HRIS system builds for reorganizations and new client migrations.
  • Administer user access, role-based access controls (RBAC), and segregation of duties
  • Conduct periodic access reviews/audits; remediate exceptions and ensure audit readiness.
  • Maintain system licenses and forecast needs based on workforce changes and program expansion.

End User Support, Troubleshooting & Customer Service
  • Provide end user support to HR specialists, supervisors, and employees.
  • Troubleshoot access issues, workflow stoppages, and data issues or fatal errors. Elevate unresolvable issues to programmers or IT staff, as appropriate.
  • Manage support requests and track resolution; identify patterns to inform root cause fixes and training needs.
  • Develop and maintain user guides, FAQs, and job aids; deliver just-in-time training and office hours for new releases and process changes.
  • Enhancements and Change Management & Release Readiness
  • Evaluate and recommend system enhancements based on user feedback, policy changes, and process improvements.
  • Prepare and/or assist with building business cases and system change requests.
  • Release management: review release notes, plan and deliver release communication information to
  • HR Staff, identify change impacts to end users.

Requirements Management
  • Elicit and document system requirements, as necessary; translate policy into configuration and workflow design.
  • Create process maps, use cases, and acceptance criteria; validate solutions with HR SMEs.

Implementation of New Functionality & Projects
  • Lead/participate in implementations or feature rollouts: project planning, configuration, data conversion, testing, training, and go-live support.
  • Build and execute data migration plans (mapping, cleansing, validation) with reconciliation to source systems.
  • Establish post-implementation monitoring.

Compliance, Audit & Records Management
  • Ensure HR systems and configurations align with federal regulatory requirements (OPM, OMB, records, security/privacy).
  • Prepare audit evidence (access reviews, change logs, configuration baselines, test results); respond to audit inquiries.
  • Maintain SOPs, configuration inventories, and system documentation for continuity and knowledge transfer.

Training
  • Conduct targeted systems training for HR staff (staffing, benefits, ER/LR, etc.) on system use and new features.
  • Gather user feedback and measure adoption; iterate materials and configuration to improve usability.

Required:
  • Three to five years of experience delivering federal staffing, recruitment, and classification services
  • across an organization, including in-depth use of automated personnel/payroll and staffing or
  • classification systems, as well as troubleshooting system or processing issues, resolving problems, and
  • recommending system enhancements.
