The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Human Resources Consultant 4 (HR Generalist) position. This role is within the Executive Division and is based out of our Tumwater Office.

About the Position

At the Washington State Office of the Insurance Commissioner (OIC), our work matters. The Human Resources Consultant 4 (HRC4) is a senior-level HR professional who helps make that mission possible. Assigned to the Executive Division and reporting directly to the Human Resources Director, this role serves as an expert HR Generalist and trusted advisor to agency leadership, managers, and employees. The HRC4 works independently on complex, high-risk, and highly sensitive human resources issues, providing thoughtful guidance that allows leaders to focus on serving the people of Washington.

In this role, you will have a direct impact on employee well-being, organizational effectiveness, and equity. The ideal candidate will have demonstrated professional experience independently administering protected leave programs, supporting employees and managers through the reasonable accommodation process, advising on investigations and labor relations, and be an expert level consultant on complex personnel matters. The HRC4 ensures our policies and practices are compliant, fair, and aligned with OIC's values. Prior experience in a state or government setting is preferred. Duties
The duties of the position include but are not limited to:

  • Serve as a senior-level Human Resources Consultant and expert HR Generalist, providing independent, high-level guidance to agency leadership, managers, supervisors, and employees on complex and sensitive human resource matters.
  • Administer the agency's protected leave programs, including FMLA, PFML, Shared Leave, Parental Leave, Pregnancy Disability Leave, and other state and federally protected leaves, ensuring compliance with applicable laws, collective bargaining agreements, and agency policies.
  • Provide expert consultation and decision-making related to protected leave eligibility, medical documentation review, leave approvals and denials, employee rights notifications, and ongoing leave management.
  • Interpret and apply federal and state employment laws, collective bargaining agreements, and agency policies, translating complex requirements into clear, practical guidance for employees and supervisors.
  • Facilitate the agency-wide reasonable accommodation process, managing a caseload of accommodation requests and leading the interactive process in compliance with the ADA, Washington Law Against Discrimination, and related regulations.
  • Collaborate with managers, supervisors, and employees to identify effective accommodation solutions, including accommodations in current positions, reassignment, or disability separation when appropriate.
  • Obtain, review, and interpret medical documentation and maintain confidential medical and personnel records in accordance with legal and ethical standards.
  • Evaluate HR programs, policies, and practices for effectiveness, equity, and compliance; recommend improvements to enhance consistency, efficiency, and inclusivity.
  • Provide senior-level consultation and back-up support on a wide range of personnel matters, including classification and compensation, performance management, corrective and disciplinary actions, employee development, and workforce planning.
  • Support investigations and labor relations activities by maintaining working knowledge of collective bargaining agreements, preparing correspondence and notices, participating in union-related meetings as directed, and advising management on contract application.
  • Maintain strong collaborative relationships with internal stakeholders, labor partners, and external HR counterparts, serving as a trusted resource and problem-solver.
  • Stay current on changes in employment law, HR best practices, and regulatory requirements to ensure the agency remains compliant and proactive.

Required Qualifications:
  • Seven (7) years of professional full-time broad-based senior consultant HR experience*, including advising and consulting on a variety of human resource issues, including providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience may include a combination of the following: labor relations; employee relations; performance management; organizational and employee development; classification and compensation; and FMLA / reasonable accommodation.

  • Intermediate level skills with Microsoft Office Products (e.g. Word, Excel, and Outlook).
